The humanities and social sciences are scientific studies concerning human beings and the development of human society.Human beings,especially human societies are evolving with inheritances and innovations.Thus innovations are the most essential requirements for the survival and development of the humanities and social sciences.Academic innovation is an important factor in the field of humanities and social sciences innovation.The measure and evaluation of innovations in the humanities and social sciences on the one hand analyzes advantages and disadvantages of academic innovation of the different institutions of the same discipline and provides important basis for designing the strategies of innovation capacity building.On the other hand,it greatly enriches the research foundation of the innovative system of scientific disciplines.The following work has been done in the present thesis:(1)After the investigation of relevant researches at home and abroad,base on the analysis of concepts such as the innovation theory,innovation capacity,innovation and academic innovation,this paper proposes that the academic innovation of humanities and social science is different from and discipline innovation,discipline competitiveness and academic influence on concept.This paper argues that the academic innovation is not only a kind of results but also a kind of process.A macroscopic method to analysis innovation performance and innovation process from microcosmic angle is put forward.The quantity and scale of academic innovative input and output is considered by the academic innovative ability more which is emphasized in absolute value.Measure and evaluation of innovation performance is emphasized in relative value in the paper and have more attention to the quality improvement but not increase of quantity.Academic innovation needs to consider the academic innovation efficiency,which is the transformation efficiency of innovation from input to output.Meanwhile Academic innovation is a process and the power of the innovation distributes at various stages in the process.It is a kind of dynamic measure and evaluation.Academic innovation should be evaluated from the macroscopic performance and microscopic process at the same time.(2)The humanities and social science academic innovation emphasizes the use of all sorts of innovation resources to create new knowledge and realize its value and service value by spreading or converting that knowledge for other use.In the view of "quality",this thesis puts forward the concept of academic innovation measure and evaluation from macroscopic performance,which avoids evaluating academic innovation simply by its output,but based on the efficiency of input to output which reflects the real innovation subject's quality and strength.By using data envelopment analysis method combine with the characteristic of multiple inputs and multiple outputs in the innovation system,an index system of academic innovation macroscopic measure and evaluation is built based on the BCC model.The system involves input and output indicators of academic innovation,and makes some delicate adjustments according to the specific needs of the discipline to be evaluated.After getting sample data,dimensionality reduction processing of index system is conducted using principal component analysis,which facilitates the operation of the model software.The innovation efficiency is described by the input and output performance indexes of different innovation subjects,including comprehensive efficiency,technical efficiency and scale efficiency.And the state of innovation efficiency is analysis by the scale reward,input deficiency,input redundancy,output deficiency and output redundancy.(3)This thesis also proposes the microscopic evaluate index system based on innovation process theory from another side of academic innovation measure.Just as many scholars said,academic innovation is in short the new thoughts and new theory that is put forward,the use of new methods,the discovery of new facts and the obtaining of new results in the academic study.The essence of academic research is innovation;the development of a discipline is a process of continuous innovation and continuous improvement.This paper draws on the scientific development view of Marxism theory and put forward four dimensions of evaluation system for the three phases,Three stages is the three stages in the process of innovation,including innovation adoption and innovation diffusion,innovation output,and four dimensions is the standards need to be measured in each stage,including quantity,quality dimension,dimensions,time dimension and space dimension.After this index system is built,the sample data of ten departments in the field of domestic books,intelligence and philology is acquired,and calculate score after entropy empowerment so as to objectively reflect the relationship of the data and information.At the same time measure and evaluation and analysis of the ten departments is made from different stages and different dimensions,then the innovation strength and innovation quality of various departments are summarized.The result and macroscopic performance analysis result is researched synthetically.And comprehensive comparison is performed from multiple perspectives of academic innovation.These efforts provide referential basis for the construction of the academic development of humanities and social sciences.
