Research On The Present Situation And Problems And Countermeasures Of The Transformation Of Scientific And Technological Achievements Of Universities Affiliated To Liaoning Province

Recently,a great number of countries will be attracted by the rapid development of science and technology innovation in the world.When China is in the crucial period with the social transformation,the trend of technological reform brings opportunities and chances.With the development of times,existing Chinese characteristics,China's strategy on science and technology is unique.From “science and technology is the first productive force” to “science and education rejuvenates the country” to “building an innovative country”,China has gradually made a path of scientific and technological development with Chinese characteristics.The innovation about science and technology to build the country regards as the primary national policy,considering technology as the first momentum,taking talents for the first resources,which creates a new path to the construction and development of a powerful country in science and technology.In the realm of science and technology,as an booster,the transformation of scientific and technological achievements will promote the development of economy and society.The essence of the transformation of scientific and technological achievements is the transformation of productive forces,as well as,the ability of transformation of scientific and technological achievements is also an important standard to measure the academic level and comprehensive competitiveness of a university.This paper regards transformation of scientific and technological achievements of 28 universities affiliated to Liaoning Province as the object of research,the though consulting the literature from CNKI and statistical data of universities.This paper analyzes the transformation of scientific and technological achievements of universities affiliated to Liaoning Province from 2010 to 2017 by using the method of data analysis,treating the theory of triple helix as the papers' foundation.It is not optimistic that the present situation from the scientific input and output and the transformation of scientific and the transformation of scientific and technological achievements of universities affiliated to Liaoning Province.It is pointed out that the scientific research personnel lack the quality of transforming scientific and technological achievements in universities and the system of the scientificmanagement is lack of science in universities.What's more,the development of intermediary organizations are immature and the lack of overall arrangement of the transformation system of scientific and technological achievements in universities by the government.Between enterprises and universities exist mismatch between the supply and demand of scientific and technological achievements.From the cooperative relationship among universities,government and enterprises,based on the theory of triple helix,this paper puts forward some suggestions to promote the transformation of scientific and technological achievements of universities affiliated to Liaoning Province.One should lay emphasis on the subjects' value and improve the scientific researchers' professional service.It will optimize the fundamental construction on the transformation of scientific and technological achievements of universities affiliated to Liaoning Province.The government pays the guide role in the transformation of scientific and technological achievements of universities.It must strengthen the cooperation between universities and enterprises,realizing the collaborative innovation of transformation of scientific and technological achievements.It will enhance the professional service ability of scientific and technological intermediary institutions in universities.
