Since implementation of the reform and opening-up policy in China,The development and prosperity of market economy promoted the social structure change in China,and drived the reform of social human resource management mode.The defects of stable and closed personnel management system were increasingly obvious under the planned economy system,restricted the reasonable allocation of human resources severely,thus caused the waste of human resources.Modern human resource management mode provided system basis for social labor mobility,Mobility of human resources improved allocation efficiency of social human resources.Institutions of higher learning were similar to other social industries,college teachers flew frequently.Local universities were an important part of higher education in China,and became the main output area in intercollegiate flow.The irrational and disordered flow of local university teachers further intensified disequilibrium of teacher resources between central universities and local universities.Presented a vicious cycle trend of “survival of the unfittest”,the difficulty of excellent teachers employing and the difficulty of unqualified teachers unemploying coexisted,the construction of teaching staff in local university was in the sub-health state.Why “would” local university teachers flow? Why did they “want” to flow? How did they flow? How about the effect of their flow? How to guide them flow rationally for local universities? This series of questions constitute the main body of the research on value orientation of faculty mobility in local universities.This article starts from the body of flow------local university teachers,Based on current situation investigation of faculty mobility in local universities,analyses the influence factors of faculty mobility in local universities,to answer the question of “why would they flow” from practical level------leaded by individuals,organizations,and external environment;Explores the value orientation behind the flow behavior,to answer the question of “why did they want to flow” from Cognitive level------to fulfill some value;Discovers the logic of value orientation of faculty mobility in local universities from human-orientated level;Scans the realistic difficulties,value issues and conflicts,combines individuals,organizations,system,to present principles of value of faculty mobility in local universities,Discovers adjustment paths of value orientation,to provide value guidance for making rational policies of faculty mobility in local universities.This article regards teachers from local public undergraduate universities as the object of investigation,Study shows that faculty mobility is a common phenomenon in local universities,but the overall flow rate is relatively low;Look from the direction of flow,“flow out” feature is more obvious than “flow in” in local universities,“the rate of inflow ” is slightly higher than “the rate of outflow ” in eastern regions.Look from flow types,there are two main types of flow: intercollegiate flow and flow between careers in local universities,local universities have become the main “output areas” of intercollegiate flow(including research institutes)in higher education system,intercollegiate flow is more obvious than flow between careers;Look from the paths of flow,Flowing from undeveloped and less developed economic peripheral areas to developed economic centers,Flowing from prefecture-level cities in Political periphery to provincial capital cities and direct-controlled municipalities in political center,Flowing from local universities in academic periphery to central universities in academic center;Compared with central universities,faculty mobility in local universities owns several features: limited to domestic flow,academic flow rate is relatively low,flow rate is not high.Influence factors of faculty mobility in local university include individual factors,organization factors and external environment factors.On individual level,economic interest,family feeling,self-value realization influence faculty mobility in local universities significantly,and the influences are changing diversely and dynamically;Economic factors impact flow of young teachers obviously,Family emotional factors and self-value realization factors are becoming more and more significant with age;Although the salary is not high,the degree of profession recognition of local university faculty is relatively high;Children’s education opportunity and the environment,care for the elderly,spouse’s workplace Significantly affect the teachers’ flow,Strong family relationship is one of the important factors affecting occupational mobility of family members;Personal growth opportunities and self-value realization also significantly affect teachers’ flow in local universities,Limited to the objective conditions,polarization is serious.On organization factors level,the physical and technical environment of formal organizations influences dominantly on teachers’ flow,the gap with central universities on educational and scientific research fund,Poor working conditions and environment,influence teachers’ flow directly in local universities;Informal organization culture factors have latent and deep-rooted influence on teachers’ flow,Compared with adaptation and teleonomy of external adaptability,participation and coherence of internal integration more significantly affects teachers’ flow;Organizational culture influences teachers and administrators differently,and the effects on teachers’ flow is more Significant than that of administrative personnels;teachers care more about authorization,teamwork,creation,development,Teachers are more loyal to discipline,administrative personnels are more loyal to organization.On external environment level,interpersonal disorders often become the direct cause of teachers’ flow in local universities,the relationship between the teachers and administrators rose to fight and balance between academic power and administrative power;The objective external environment,such as natural,political and economic factors,affect teachers’ flow significantly,political centers,economic developed regions,superior natural areas become the main inflow place.The motives and purposes of faculty mobility in local universities imply three types of value orientations:self-interest orientation,orientation of cultural identity,interpersonal relationship orientation.Self-interest orientation characterized by two aspects.One is value conflict formed between individual and organizational interests;individuals flow frequently at the sacrifice of organizational interests,Local university organizations often perform powerless in the game with teachers;Two is dislocation of short-term personal material interests and long-term academic development;local university teachers often pursue short-term personal material interests at the sacrifice of giving up academic development opportunities.Orientation of cultural identity presents two aspects: cultural coordination inside organization and cultural adaptation outside organization.Organizational climate affects the organization performance positively,and improves degree of organization recognition of teachers;Academic freedom is the basic principle and the highest value orientation,but academic freedom is violated frequently in local universities,Academic order is disrupted;Organizational reputation has important influence on teachers’ organizational identification,high popularity can reduce the teachers’ sense of relative deprivation,and enhance teachers’ organizational belonging;University autonomy is significant manifestation of adaptability of organizational external culture,The problem of University Autonomy can not get effective guarantee and the problem of severe administerization of University coexist in local universities.Interpersonal relationship orientation shows as “push” and “pull” of interpersonal relationship,and interaction of “push” and “pull”.In face-to-face society where “etiquette” is the criteria,“push” only exists inside organization,and occurs in interpersonal disorder,“pull” exists inside and outside organization,and occurs in the recovery process of interpersonal relationship,generally speaking,This two kinds of force works separately,But in special circumstances,internal “push”and external “pull” have same function,they can wok at the same time.The value orientation of faculty mobility in local universities has its humanistic logic behind it.in reverse,this logic can examine whether value behaviors reach value expectation of the body on the theory and practice.Research shows that “economic man”,“cultural man”,“social man” agrees with human hypothesis of the three value orientation.Instrumental rationality,traditional rationality,emotional rationality are behavior types,Interest,value,human feelings are the basis of action,the three types of action basis do not exist isolatedly in many cases,and interweave with each other,This leads to teachers’ contingency orientation of changing with the situation changes in the process of flow.he is a “complex man”.These constitute the humanistic theoretic logic of value orientation of faculty mobility in local university.Based on this,interests mechanism,organizational identification,the law of human feelings constitute the humanistic practical logic of value orientation of faculty mobility in local universities.The value conflicts of “stay” and “flow” often put teachers in local universities into dilemma of interests,organizational identification and human feelings.In order to resolve realistic dilemma and value dilemma,Make individuals’ flow behavior give consideration to the interests of individuals,organizations and system,This article suggests to follow principle of rational allocation of human capital,principle of Value correspondence of individuals and organizations,principle of resource allocation efficiency value and justice value.Along three paths: self-adjustment of reshaping teachers’ professional faith and improving professional ethics,organization-adjustment of cultivating organizational cultural value,system-adjustment of value guiding of national policies,To adjust the three value orientation of faculty mobility in local universities properly,and realize rational flow of teachers.
