Research On The Impact Of Social Organizations On The Transparency Of Local Government Procurement

With the continuous expansion of the scale of government procurement,the disclosure of government procurement information,that is,the transparency of government procurement,has gradually become an important part of the disclosure of government information.In recent years,with the development of China's market economy and the improvement of the socialist market economic system,the role of government procurement in the national macroeconomic regulation and control is increasing.Under the environment of more and more fluctuations and instability in economic operation,the scale of government procurement is expanding year by year,and the role of government procurement in economic stability is obvious.As a policy-oriented national policy,government procurement plays an irreplaceable role in achieving national economic and social policy objectives such as: promoting employment,supporting the development of domestic enterprises,attracting foreign investment,promoting the coordinated development of regional economy and narrowing the gap between the rich and the poor.However,in the process of government procurement information disclosure,there are some external and internal factors that affect procurement transparency,and different regions have different implementation of procurement information disclosure requirements.What caused such differences,how these factors affect the disclosure of government procurement information and how to improve the transparency of local government procurement in China are the key issues of this paper.By studying the theoretical and practical aspects of the influence of various factors on the transparency of local government procurement,this paper puts forward scientific opinions and suggestions for the further improvement and optimization of the implementation path,standards,models and innovative mechanism of the transparency of local government procurement in the future.Based on the theory of civil society,principal-agent theory and the right to know theory,this paper sampled data from all parts of the country in 2017,and analyzed the relevant data of 24 regions by descriptive statistics,correlation analysis and regression analysis with SPSS software.The results show that the development of social organizations has a very obvious impact on improving the transparency of local government procurement.The higher the proportion of social organizations in social organizations,the higher the transparency of local government procurement.At the same time,other factors that may affect the transparency of local government procurement are the development of private economy,industrial structure and urbanization.The evidence shows that they have no significant impact on the transparency of local government procurement.Although the study included all areas that met the evaluation data of government procurement transparency,the 24 sample areas covered the total sample size,but the total sample size was still too small,resulting in some limitations of the results of the analysis,and the generalization of the conclusions would be limited.
