Research On The Subjectivity Of Social Work Institutions In Government Procurement Of Services

Socialism with Chinese characteristics has entered a new era.In order to fully protect people's livelihood and give full play to government functions,the areas and contents of government purchasing services are constantly expanding.Social work is an important component to promote the modernization of national governance system and governance capacity and enhance people's happiness.The government is fully aware of the importance and urgency of purchasing social work services.A large number of advantageous factors in the top-level design are inclined to the development of social work industry,however,under the background of policy support,financial support,university support and other resources,social work organizations show asymmetric dependence with other subjects in government purchasing services,which leads to the lack of subjectivity.Therefore,it is worth further exploring how and to what extent the social work organizations construct their own subjectivity in government purchasing services.Constructing the subjectivity of social work organizations is of great significance to promote the benign operation of the relationship between the service purchasers,which can further enhance the professional discourse right of social work organizations in government purchasing services,truly realize the participation of multiple subjects in social governance,and finally promote the effective operation of government purchasing services.Based on the communicative action theory and social constructionism,this study establishes a measurement model of the subjectivity of social work institutions,and makes a case study on the subjectivity of social work institutions by using the methods of literature review,interview and participation observation.In this study,the main structure of government purchasing services is divided into four main bodies,namely,the government of service purchaser,the social work organization of service undertakers,the public of service users,and the third-party evaluation organization of service evaluators.At the same time,the interactive relationship is established according to the dimensions and measures of communication between social work organizations and different subjects.It is found that l social workers have different interaction behaviors and relationships with other subjects in the process of government purchasing services,thus showing different degrees of subjectivity.In the purchase stage,it presents a restricted expansion relationship with the government;In the service stage,it shows the difference between autonomous participation and free participation with the public;In the evaluation stage,it presents a resistance evaluation relationship with the third-party evaluation organization.According to the analysis,the main reasons for the lack of subjectivity of social work organizations are strong resource dependence,low social identity and impersonality of evaluation subject.We can call on the society and social work institutions to make joint efforts from the aspects of forming a benign joint force between government and society,improving the two-way management ability of institutions,and perfecting self-construction evaluation,so as to promote the construction of subjectivity of social work institutions,and make them operate more actively and purchase services more efficiently.Constructing the subjectivity of social work institutions can effectively play the role of social organizations in social governance.In the next few years,the government purchasing social work service model should focus on cultivating the independence,marketization and action of social work institutions,which can not only solve the dilemma of insufficient funds and capacity of social work institutions,but also integrate social resources,strive for more autonomous space,and gradually improve the government purchasing service model and improve the efficiency of public resource allocation.
