From September 1,2017,according to the newly revised "Private Education Promotion Law",China gives a classification management about the privately-run schools.Private schools in compulsory education stage become non-profit privately-run schools.Prior to this,in accordance with the original "Law of Promoting Civilian-run Education",the organizers can make a reasonable return,allot the surplus of school-running and take strong-material incentive mode to teachers such as stockholder's rights drive,due to equally between Private schools in compulsory education stage and private schools in other stages.Incentive mechanism of in-service teachers who work in privately-run school in compulsory education stage,generally belongs to profit-making organization incentive mechanism,or the similar tendency.Against the background of the new law,reconfiguration of incentive mechanism of private schools in compulsory education stage is badly needed to reflect the social values of schools and teachers as required by nonprofit organizations,commonweal organizations and social service organizations.And privately-run schools in compulsory education stage play an important part in China's primary education.Motivation theory,commonweal organization theory and sociology present a theoretical base for this study.This research uses literature,questionnaire survey,theoretical analysis and other related methods in accordance with the new '"Private Education Promotion Law," and its supporting documents as the policy foundation.This study is a representative sample of 566 compulsory education serving teachers from 11 privately-run schools of 5 provinces,by questionnaire and interview.It discusses the current situation of the incentive mechanism of privately-run schools during the compulsory education stage,and knows that the privately-run schools in the compulsory education stage have a high turnover of teachers.Satisfaction of salary and welfare keeps a low level.The enthusiasm of teachers is generally not high.The schools,incentive mechanism is inadequate,and lack of effectiveness and other issues.This study clarifies the demands and dominant demands of teachers in privately-run schools of the compulsory education stage,motivators and dominant motivators of incentive mechanism of privately-run schools by empirical approach.This paper puts forward the constructional model of the incentive mechanism of the privately-run schools in the compulsory education stage,the methods of solving specific problems and makes the demonstration.The study has shown that there are 11 incentive factors in privately-run school teachers such as school culture,equity,the robustness of the incentive mechanism,sense of security,respect from administrator and other factors,which can be divided into five dimensions:institutional incentive,sense of security,respectable and interpersonal motivation,schools' culture incentive,career development incentive.The incentive mechanism of privately-run schools in compulsory education stage needs to start from the above five dimensions,designs and optimizes the teachers' incentive mechanism.According to this study,the encouragement towards the privately-run school teachers in the compulsory education stage is to attract,retain,cultivate,encourage and accomplish people.In the stage of compulsory education,the encouragement of teachers in privately-run schools is characterized by material incentives and non-material incentives.The enthusiasm of teachers in privately-run schools is derived from economic factors non-economic factors such as personal development in turn.At the stage of compulsory education,the mobility of teachers in privately-run schools is generally high.And teachers' incentives need to adopt the combination of short-term incentives and long-term incentives,single incentives and comprehensive incentives to adapt to the current situation of teachers.The encouragement of the privately-run school teachers in the compulsory education stage needs to take fully incentives,the wholly process of incentives,all-factor of the incentive methods.The research has shown that:against the background of the new law,there are new problems,such as the organizers of privately-run schools are "not" willing to establish non-profit private schools as separation of ownership,control power and administration authority.So privately-run schools in compulsory education stage need to revise the management structure,to prevent the adverse influence on the effective implementation of the teachers' incentive mechanism.The method of evaluating the effectiveness of teachers' incentive mechanism in privately-run schools in compulsory education is initially constructed.This paper puts forward the reasonable measurement method of teachers' turnover rate,and the method of measuring achievement rate of educational goal.These can be the measurement methods of the effectiveness of teachers' incentive mechanism in privately-run schools and provide assessment instruments for improving and consummating the teachers' incentive mechanism.The number of China's privately-run schools in compulsory education stage is more than 10,000.They play a major role and influence in compulsory education.However,there are few academic studies in the incentive mechanism of privately-run schools in our country,especially the lack of empirical research.The accomplishment of this study has enriched the theoretical research in the incentive mechanism of privately-run schools in compulsory education stage.And its concept of incentive mechanism and principle has provided help for the teachers' incentive mechanism under the background of classification management towards privately-run schools.The research methods and results can be used to build the private schools and optimize the incentive mechanism in compulsory education stage,but also provide foreshadowing for the follow-up researchers to continue to study.
