Research On Mechanism Of "I-U-R" Collaborative Innovation Of Local Universities

With the accelerating process of economic globalization,the ability of technological innovation has increasingly become the driving force and source of the competitiveness of enterprises and even the country.According to the principle of joint research and development,benefit sharing and risk sharing,strengthened by the sharing of innovative resources and complementary advantages between enterprises,universities and research institutes,the MI-U-Rn collaborative innovation has been more and more widely recognized and one of the important ways to build an innovative society.On the other hand,the local universities,as the ordinary higher education institutions allocated funds by the local administrative departments,are the main part of China's higher education system.They have developed rapidly in the process of China's higher education transition from elite to popular,but they also face the pressure of quality training of talents in the coexistence of social "employment difficulties" and"talent shortage".The "I-U-R" collaborative innovation can strengthen the connection between local industries and universities,help build a practical and applied talent training environment,and help to improve the innovation drive of local economic growth while helping to transform theoretical education into practical education.In order to better promote the sustainable and healthy development of the "I-U-R"collaborative innovation,it is necessary to start from the operation mechanism of the"I-U-R" collaborative innovation of local universities.The core issues to be considered include:What is the overall framework of the "I-U-R" collaborative innovation operation of local universities?What are the components?How does it work?What is the key operating mechanism?How to effectively improve the key operational mechanisms?How to conduct scientific and effective performance evaluation on the collaborative innovation of "I-U-R" in local universities?……These questions that need to be answered are the focus of this study.Focusing on the core issues of concern,the research in this paper can be divided into three parts.The subject of the first part is the research foundation,mainly in the introduction section,including the proposal of the problem,the purpose and significance of the research,the ideas and methods,as well as the content,value and innovation of the research;and comprehensively expounds,summarizes and evaluates the basic theories,core concepts and main literatures related to the thesis.The second part is to examine the necessity of local colleges and universities participating in the "I-U-R" collaborative innovation,including the first chapter "Core Concept,Theoretical Basis and Literature Review",the second chapter "History and Challenge:the Requirements of the "I-U-R" Collaborative Innovation of Local Universities".From the vertical and horizontal lines of time,the paper analyzes the historical evolutionary logic and operational status of local universities participating in the"I-U-R" collaborative innovation,and lays a realistic foundation for the construction of the next operational mechanism model and the exploration and research of key links.The third part focuses on the mechanism of the "I-U-R" collaborative innovation of local universities.This is the core part of the full-text research,including the fourth chapter "Framework and Model:The Operational Mechanism of the "I-U-R"Collaborative Innovation of Local Universities",Chapter V "Cooperation and Barriers:Cost Coordination Mechanism of the "I-U-R" Collaborative Innovation of Local Universities",Chapter VI "Revenue and Sharing:The Benefit Distribution Mechanism of the "I-U-R" Collaborative Innovation of Local Universities"and Chapter 7 "Policies and Responses:the "I-U-R" Collaborative Innovation of Local Universities under the Guidance of the Government".This part comprehensively uses a variety of research tools such as inductive deduction,game theory,mechanism design theory,and analytic hierarchy process.Based on the construction of the operation mechanism model of the"I-U-R" collaborative innovation of local universities,the operating mechanism framework model has been studied in depth by module.Further,the most important cost coordination mechanism and benefit distribution mechanism are selected for key research,and the optimal cost coordination and benefit distribution mechanism are analyzed.The government is an important driving force for the "I-U-R" collaborative innovation of local universities.Combined with the different modes of collaborative innovation,systematically constructs the government's subsidy strategy for collaborative innovation.In addition,for the distribution have an important impact on the cost coordination and benefit distribution of the "I-U-R" collaborative innovation of local colleges and universities.The paper gives different optimization paths for different situations.3.The government plays an important role in promoting the collaborative innovation of "I-U-R" in local colleges and universities.The use of financial subsidies is an important way to play a guiding role,but attention should be paid to issues such as insufficient subsidies,excessive subsidies,and crowding out effects.The paper is also based on the different situations of collaborative innovation of "I-U-R" of local universities,and gives the policy ideas and specific strategies for government subsidy guidance.The fourth part is the design of the performance evaluation system of the"I-U-R" collaborative innovation of local colleges and universities.It is mainly the eighth chapter "Operation and Evaluation:Performance Evaluation of "I-U-R"Collaborative Innovation of Local Universities and Colleges".Based on the analytic hierarchy process and the expert Delphi method,a scientific and effective evaluation system is constructed.It degree of importance strength,the order is:innovation output,dynamic mechanism,innovation input and static subject elements.The fifth part is case analysis,which is mainly based on the situation that Chongqing local universities participate in the collaborative innovation of information industry,combined with the theoretical research results of this paper to interpret the sample cases,And based on the comprehensive fuzzy evaluation,the countermeasures are proposed accordingly.In short,based on the historical development and macroscopic needs of the"I-U-R" collaborative innovation,this paper constructs the operational mechanism framework of the "I-U-R" collaborative innovation of local universities,and deeply analyzes the key points and key links,reveals the internal mechanism of its operation,and effectively supports and promotes the "I-U-R" collaborative innovation of local universities.It provides theoretical basis and action guide,and also provides useful reference for further related research.
