Basic academic organization is not only the organization unit and operation unit which directly engaged in the academic activities such as talent training and scientific research in the academic organization system of colleges and universities,but also the basic platform of discipline and specialty construction.The reform of its structure,power and culture not only determines the smooth performance of academic functions,the continuous improvement of academic governance system and the coordinated development of academic culture in colleges and universities,but also has a profound impact on the academic idea,academic vitality and academic atmosphere in colleges and universities.The local undergraduate colleges and universities occupy the majority position in the higher education system of our country,and the reform of the basic academic organization is different from the colleges and universities belonging to the ministries and commissions.The research of present situation and reform direction of the basic academic organizations in local undergraduate colleges and universities based on the perspective of structure,power and culture,it is of great theoretical and practical significance for local undergraduate colleges and universities to promote the modernization of internal governance system and governance ability,to innovate the basic academic organization system and academic management mode,to realize the implicit development and the transformation to the applied type,to better adhere to the fundamental task of enhance morality and foster talents,to better promote the construction of first-class disciplines and first-class specialties,and to better serve the economic and social development of local regions.The construction and development of basic academic organizations in local undergraduate colleges and universities in China are facing many difficulties,which are manifested in the imbalance of structure and function,the absence of academic power,the conflict of organizational culture and so on.However,most of the academic research on basic academic organizations focuses on the general discussion of the structure and function of basic academic organizations in colleges and universities,or only focuses on the basic academic organizations in research-oriented colleges and universities,does not pay enough attention to the development and reform of basic academic organizations in local colleges and universities.In view of this,this dissertation makes a systematic research on the theoretical and practical problems of the development and reform of basic academic organizations in local undergraduate colleges and universities by using typed analysis method and multi-disciplinary analysis method.This study takes the theory of organizational reform,the theory of structure and function and the theory of learning organization as the theoretical basis,and comprehensively uses literature analysis method,investigation research method and data statistical analysis method to carry on the research.Firstly,clearly defined the concepts of local undergraduate colleges and universities,basic academic organizations and basic academic organizational reform,analyzed the logical relationship between the structural reform,the power reform and the cultural reform of the basic academic organizations in the local undergraduate colleges and universities.Secondly,systematically analyzed the dynamic factors of the reform of basic academic organizations in local undergraduate colleges and universities.Then,makes an investigation and analysis on the structure,power and culture of the basic academic organizations in local undergraduate colleges and universities.On the basis of the above,this dissertation respectively discusses the difficulties faced by the structural reform,the power reform and the culture reform of basic academic organizations in local undergraduate colleges and universities,as well as the basic principles that should be followed.Finally,from the government level,the university level and the colleges and departments level respectively proposed policy recommendations to promote the reform of basic academic organization in local undergraduate colleges and universities.With regard to the dynamic factors of the reform of basic academic organizations in local undergraduate colleges and universities,this study holds that the needs of knowledge innovation and knowledge application,the needs of talent training and teacher development,the needs of discipline construction and professional construction,as well as the concept of organizational leadership and organizational members constitute the internal driving factors of the reform of basic academic organizations in local undergraduate colleges and universities.Government policy orientation,internal and external competition pressure,educational system reform,social development needs and information technology development constitute the external driving factors of the reform of basic academic organizations in local undergraduate colleges and universities.With regard to the present situation and reform of the basic academic organization structure in local undergraduate colleges and universities,through the statistics of the organizational structure in the local undergraduate colleges and universities,this study finds that there are four conventional forms of basic academic organizations in local undergraduate colleges and universities in China,including departments,staff room,research institutes and laboratories,as well as other unconventional forms of basic academic organizations.Through investigation and analysis,as far as the department is concerned,higher proportion of the local universities,teaching and research university,college or department that cultivating graduate students take the department as the basic teaching organization,the larger the size of teachers,the more inclined to set up more departments,the discipline of engineering and management are more inclined to set up more departments than other disciplines.As far as the staff room is concerned,higher proportion of the local college,applied colleges and universities,college or department that do not cultivating graduate students take the staff room as the basic teaching organization.The larger the size of teachers,the more inclined to set up more staff room.The discipline of medicine,arts,humanities and social sciences and engineering are more inclined to set up more staff room than other disciplines.As far as the basic scientific research organization is concerned,compared with local colleges,the local universities tend to set up more basic scientific research organizations.Compared with applied colleges and universities,the teaching and research university tend to set up more basic scientific research organizations.Compared with college or department that do not cultivating graduate students,the college or department that cultivating graduate students tend to set up more basic scientific research organizations.With the expansion of the number of teachers in colleges or departments,the more inclined to set up more basic scientific research organizations.The discipline of engineering,management,science and medicine are more inclined to set up more basic scientific research organizations than other disciplines.As far as the level of basic academic organizations,regardless of school specification,school type,educational levels of colleges and departments,teacher size of colleges and departments,subject attributes of colleges and departments,most of the local undergraduate colleges and universities adopt the three-level academic organization system,and a very small number of the local undergraduate colleges and universities adopt the four-level academic organization system.The reform of basic academic organization structure in local undergraduate colleges and universities is faced with the difficulties of functional deviation,path dependence and layer solidification.Therefore,the reform of basic academic organization structure in local undergraduate colleges and universities should follow the principle of functional fit,subject development and hierarchical simplification.With regard to the present situation and reform of the academic power of basic academic organizations in local undergraduate colleges and universities,this study holds that the basic academic power has the characteristics of professionalism,democracy,autonomy and relative independence,and can be divided into the collective academic power of teachers and the academic power of individual teachers.Through the questionnaire survey,it is found that the academic power division,the proportion of full-time academic personnel in the subject of power of basic academic organizations,the academic decision-making mechanism led by the academic power,the administrative attribute of the basic academic organization,the administrative power intervenes in academic affairs of basic academic organizations in local undergraduate colleges and universities is closely related to the operation of academic power in the basic academic organizations.Based on investigation and analysis and literature research,it is found that the academic power reform of basic academic organizations in local undergraduate colleges and universities is faced with the dislocation of academic power,the vague responsibility of academic power,the non-institutionalized operation of academic power.Therefore,the academic power reform of basic academic organizations in local undergraduate colleges and universities should follow the basic principles of moving the center of academic power down,detailing the responsibilities of academic power and institutionalizing the operation of academic power.With regard to the present situation and reform of the basic academic organization culture in the local undergraduate colleges and universities,this study holds that the basic academic organization culture in the local undergraduate colleges and universities is composed of teaching culture,scientific research culture and subject culture.Through the questionnaire survey,it is found that the teaching culture,scientific research culture and subject culture of basic academic organization in local undergraduate colleges and universities jointly influence the culture reform of basic academic organization.The reform of spiritual culture,institutional culture,behavior culture and material culture of basic academic organization jointly affect the cultural reform of basic academic organization.Therefore,it is confirmed that the cultural reform of basic academic organizations in local undergraduate colleges and universities is a systematic reform of multi-type and multi-level culture.At present,the cultural reform of basic academic organizations in local undergraduate colleges and universities is faced with the lack of cultural reform mechanism,the conflict of cultural elements and the fragmentation of cultural reform.Therefore,the cultural reform of basic academic organizations in local undergraduate colleges and universities should follow the principles of goal,integration and system.In order to effectively solve the dilemma faced by the structural reform,power reform and cultural reform and successfully promote the reform in all aspects of the basic academic organizations in local undergraduate colleges and universities,it is necessary to take corresponding measures at the government level,the university level and the colleges and departments level.Specifically,at the government level,it is necessary to seize the opportunity of the construction of first-class disciplines and specialties,through deepening the reform of the education system and the reform of academic evaluation mechanism and other ways to promote,drive and guide the reform of basic academic organizations in local undergraduate colleges and universities.At the level of colleges and universities,it is necessary to promote the structural and functional innovation of basic academic organizations based on functions,strengthen the academic power at the basic level to promote the autonomy of basic academic organizations,and implement cultural strategy to lead the cultural reform of basic academic organizations.At the level of colleges and departments,it is necessary to standardize the establishment of academic organizationsin in colleges and departments,promote the structure and function of basic academic organizations,strengthen the system of academic committees of colleges and departments,perfect the academic governance system of basic academic organizations,implement the diagnosis and evaluation of organizational culture,promote the reform of cultural system of basic academic organizations.
