With the development of economic globalization,the emergence of new industries and changes in professional positions have further increased people’s study needs.The idea of lifelong education has become an important guide for education reforms in most of the countries all around the world.Since the 1980 s,Many western countries have carried out a lot of research and practice on the construction of National Qualifications Framework for the realization of lifelong education.The United Kingdom,Australia,New Zealand,South Africa and many European countries have taken the lead in completing National Qualification Frameworks system.At present,more than 80% of countries in the world have established or have been constructing the National Qualification Framework.Since the start of the vocational education in our country is a little later than many countries,the National Qualifications Framework system of China has not been completed yet.With the gradual improvement of the education system in recent years,China has paid more and more attention to construct the National Qualifications Framework system.Chinese government has begun to explore the development direction of Chinese National Qualifications Framework system from the aspects of policy reform and regional practice.The article comprehensively uses a variety of methods such as comparative analysis,literature analysis,and case study analysis to carry out research work.The first two chapters are mainly about the background of the National Qualifications Framework system,sorted out documents,conferences,monographs and reports related to the qualifications framework from China and other countries,clarified the concepts of qualifications,qualification system and National Qualifications Framework,and analyzed in the theoretical basis including lifelong education theory,career development theory,OBE theory which are related to the development of the qualification framework;In Chapter 3,two representative countries,the UK and Australia,are selected to conduct specific research on the development of their qualification framework system,from the development process,core content and management mechanism.Comprehensive comparison is used to summarize the development of the two National Qualification Framework systems to provide reference experience for our country;Chapter 4 is started with the policy development of Chinese National Qualification Framework and the practical exploration of the regional qualification framework,the development status of our country’s qualification framework is analyzed,the similarities and differences of the qualification framework between China and other countries or regions are compared,the Chinese qualifications highlights in the development of the framework and the difficulties in construction process are presented;In Chapter 5,based on these researches and foreign advanced experience,comprehensively considering China’s specific national conditions,the suggestions for management system,standard design,operating mechanism and guarantee mechanism of Chinese National Qualification Framework construction are concluded.
