In the UK,from the formation of the framework of NVQs(5 levels)in 1987 to the emergence of the NQF(9 levels)in 2004 to the establishment of the QCF(9 levels)in 2008,every reform of the qualifications framework was always trying to solve the problems arising in the launching of the qualification certificates,mainly including multiplicity of qualification types,diversity of awarding organizations,lack of qualications effectiveness and credibility.The UK Qualifications and Credit Framework(QCF)was implemented in England,Wales and Northern Ireland.The QCF was the second iteration of the National Qualifications Framework in UK.It was based on a lifelong learning and multiple intelligences,its aim was inclusive,responsive,accessible and non-bureaucratic,which made it promote a greater role of the qualification certificates,support adequate supply meeting the needs of the labor market to provide high-tech talent,play a major role on improving the country's economic level and the international competitiveness.During the period of its implementation(from August,2008 to October,2015),QCF had achieved remarkable achievements,greatly promoted the integration of general education and vocational education,provided the conditions for the lifelong learning of the citizens,and effectively supported the learners' enthusiasm.This paper is composed of 5 parts:The first part is the introduction,which analyzes the origin,purpose,significance,methods of the research,analyzes the domestic and international research literature,and defines the relevant concepts of the paper.The second part gives a brief overview of the development of UK vocational qualification from the 19 th century to the 1960 s and 1970s;summarizes development background of the UK Framework of National Vocational Qualifications(NVQs)at the end of the 20 th century,and introduction of its supplementary system ——GNVQ;introduces the evolution of the National Qualification Framework(NQF)and the Qualifications and Credit Framework(QCF).In the third part,the core contents,organization and management institutions and qualification assessment system of the UK Qualifications and Credit Framework(QCF)are dissected in detail.The fourth part summarizes the characteristics of the UK Qualifications and Credit Framework(QCF),dissects the implementation of QCF and the third iteration of the UK National Qualifications Framework——the Regulated Qualifications Framework(RQF).The fifth part analyzes the revelation of the UK Qualifications and Credit Framework(QCF).
