In the United Kingdom,education supervision is regarded as the top priority by the government and education management departments,because it is an important means of education governance,a driving force for education improvement,and a major benchmark to measure the advancement of national education.This study focuses on the Office for Standards in Education,Children's Services and Skills.For convenience,it is referred to as Ofsted below.It also establishes an analytical framework for the school supervision system and conducts an in-depth study on the development track,morphological characteristics and function of the school supervision system.This study involves three core concepts,namely,educational supervision,school supervision and school improvement.The definition of the three concepts and the explanation of their logical relations are the basic problems to be explained in this study.There are two theoretical clues in this study,one is the macroscopic theoretical trend of thought,and the other is the microscopic theoretical basis.The macroscopic theoretical trend of thought mainly refers to the national and social background trend of thought that has a significant impact on the establishment and development of Ofsted,the main body of supervision and implementation,among which the new public management movement and the wave of education supervision reform are the two most core factors to promote the reform of supervision system in Britain.Another micro theoretical basis is the background concept that influences the policy formulation and system construction of Ofsted school supervision.With CIPP mode evaluation theory and developmental evaluation theory as the core,it acts on the process design,index framework and on-site implementation of supervision and becomes the soul of school supervision system.The main content of this study is the Ofsted pointing to the improved school supervision system.Two main lines of research are designed around this content.One is the Ofsted research,which is the subject of policy-making and implementation supervision.The second is the study of the School supervisionsystem in The UK,whose goal setting,content development and implementation strategies will all affect the process and results of school improvement.The research on Ofsted mainly focuses on its development process and contemporary form.The contemporary form of Ofsted includes a broad range of functions and visions,organisational tasks,internal structures and the management of schools inspectorates,which are the main components of a non-cabinet organisation.Through the interpretation of Ofsted function and vision,the researcher further analyzed the value of Ofsted existence from the perspective of education philosophy.From the perspective of systems theory,the researchers explained the operational mechanism of Ofsted for school improvement.The quality of the inspector is a key factor in ensuring the quality of supervision,so Ofsted pays close attention to the selection and training of the inspector.The researchers have made a comprehensive analysis on the qualifications,responsibilities and on-the-job training of these six types of school supervisors.In particular,the constantly changing role positioning of school supervisors in the new era determines the characteristics of The Times that the supervisor aiming at school improvement can play a role smoothly.Researchers analyze Ofsted school supervision system from three aspects,namely supervision process,framework indicators and school self-assessment,which constitute the core content of school supervision.Under the CIPP supervision model,the supervision process leading to school reform and improvement is analyzed in depth.The tasks in the pre-supervision,supervision and supervision stages correspond to the background,process and result evaluation concepts of THE CIPP model,which fully demonstrates the rationality of the supervision process.In the analysis of Ofsted framework indicators,the researcher used factor analysis method to deeply explore the logical system of indicator framework,index content and observation means.It not only clarifies the "what" of the school supervision index system,but also explores the underlying mechanism behind its appearance and explains the "why".As a supplementary form of Ofsted external supervision,school self-evaluation has a complete and consistent operating mechanism.Starting from three aspects of principle,element and improvement logic,the researcher explains its self-circulation logic as well as its role and effect in improving the school.Finally,the researchers analyzed the experience and implications of Ofsted school supervision.This is a re-examination and reconstruction of the Ofsted school inspectorate.In the analysis,the researcher reflects on the former described in thispaper involves the direction of organization,personnel,skills,properties,objects,methods,and other elements,these elements through the reasonable organization and practice of science,achieved the effect of improving schools,find new ideas and methods for China's supervision work,strengthen supervision effectiveness to provide the reference and reference value.
