Study On The Construction Of China's National Agricultural Think Tank

Based on the absorption of the related theoretical achievements of academic,research,construction of the national agricultural China think tank first,choose typical cases of international success,analyze and summarize the characteristics and construction experience;secondly,through the comparative analysis of Sino US agricultural construction of tanks,there are problems in the construction of agricultural China think-tank;third,game the theory based on the analysis on the main factors influencing the Chinese National Agricultural tank construction;finally,in the previous sections of the case analysis and theoretical analysis based on the results of the construction of national agricultural Chinese think tank construction frame,and put forward to promote China national agricultural policy think tank construction.The innovation of the research results is mainly reflected in the following:(1)Based on the theory of game theory,the factors affecting the construction of national agricultural think tank in China are analyzed.Based on the game theory,from the perspective of a new scientific perspective,combined with the characteristics of China's state-level agricultural think tanks,this paper analyzes the game relationship in the construction process of China's state-level agricultural think tanks,and studies the influencing factors of the construction of state-level agricultural think tanks in China.The study found that the main factors affecting the national agricultural China think tank construction are: the national needs,government behavior,resource factors(high levels of agricultural experts,overseas agricultural cooperation and exchange data objects),agricultural information technology,competition,opportunity(chance)factors.Game China National Agricultural think tank construction,the main problem is the game of cooperation and competition of high quality agricultural achievements and think tank government support,agricultural information technology and agricultural field selection,Chinese National Agricultural think-tank in between,only when the government of national agricultural think-tank results evaluation is higher than the national agricultural evaluation think-tank on their achievements when the government can receive high quality results of the national agriculture think-tank,the national agriculture think-tank function into full play,to achieve the game equilibrium;when taking into account results of total revenue,there will be a Nash equilibrium of national agricultural research think-tank support agricultural information technology;in the condition of complete contract,only the introduction of cooperation and exchange of rewards and punishments will the game mechanism,a national agricultural think-tank between the Nash equilibrium under incomplete contract,different country The problem of the game between the institutions of the family level agricultural think tank is the problem of who dominates the surplus right.(2)To constructe the model of China national level agricultural think tank is constructed,and the countermeasures and suggestions are put forward.Based on the results of theoretical research and empirical research,this paper constructs a model of China's state-level agricultural think tank construction,and puts forward countermeasures and suggestions,providing a theoretical basis and blueprint for China's state-level agricultural think tank construction practice.The study found that the model constructed in this paper reveals the China national agriculture think-tank panorama and the construction content,construction can give full play to China National Agricultural think-tank role,to achieve the goal,we should focus on functional target orientation,management model,institutional setting,and institutional support.On the one hand,will serve as the theoretical research in related fields of scientific research to provide ideas,especially in agricultural scientific research institutions to assess,agricultural information analysis,government public decision-making and other fields;on the other hand will be on national agriculture in China think tank construction to provide policy support and practical reference for the overall construction level of our country,think tank power,and to improve our the ability to develop a grandstrategic agricultural policy science.
