In recent years,China's GDP growth has slowed down from rapidly to moderately.There still exist some problems in the country's continuous economic development,including shortage in market demand and increases in uncertain factors.This has shaded glories in traditionally advantageous industries and slowed development in emerging industries.To complete the economic transformation and spark new areas of economic growth,the government has carried out a series of policies to promote high-tech industries and strategic emerging industries.Under this background,China's high-tech industries are expected advance to the high-end market.Combining innovative strategies including the 13 th Five Year Plan,China-Made 2015,and Internet +,the country is supposed to make use of high technology and high added value so as to make breakthroughs,lead in innovation,and finally achieve continuous and fast growth in high-tech industrial output.The development of high-tech industry is vital for forming an innovation-oriented country and booming China's economy gradually.Still it is worth mentioning that the high-tech industrial structure has changed tremendously,with increasing trends of servicing,intelligence,and high end.The establishment and development of industrial clusters have become the goals for countries seeking progress.The industrial clusters are proved effective in boosting regional and national economic development.Combining the features of high-tech and industrial clusters,the high-tech industrial clusters have become a main pillar that supports economic growth,both regionally and nationally.The implementation of innovation-driving strategies has posted China's high-tech industries to a new high.Increases in R&D input,together with perfections in innovation-driving strategies,have constantly enhanced the technological innovation capacity and formed the innovation network for high-tech industrial clusters.The innovation soil for high-tech industrial cluster changes in line with the increasing improvement of knowledge economy.As an important type of strategic resources,knowledge act as a major factor that influences high-tech industrial cluster development.High-tech always indicates the knowledge intensive approach.The significance of knowledge firstly lies in that knowledge runs through the high-tech industrial clusters.Besides,with the help of knowledge transfer,the high-tech industrial clusters achieve knowledge acquisition,knowledge distribution,knowledge flow and knowledge creation.Finally based on the enhancing knowledge base and knowledge creation,they aim to solve the problems encountered in the course of development,reduce innovation costs,and work out innovative products of high added value.The main content of this paper is divided into five parts.The first part revolves around the dynamics of knowledge transfer behavior in high-tech industrial cluster innovation networks,tracing what drives knowledge transfer from multiple perspectives,proposing the dynamic factors of knowledge transfer,modeling and simulating multiple rounds of dynamic game by use of evolutionary game theory,as well as analyzing game behavior of the subject of knowledge transfer in innovative networks under conditions of limited rationality and information asymmetry.The second part investigates factors influencing knowledge transfer in high-tech industrial cluster innovation networks.Specifically,the author identifies the knowledge transfer influencing factors,designs the scale of the influencing factors,tests validity and reliability of the scale questions with the aid of the obtained questionnaire data and the SPSS statistical software,empirically analyzes the knowledge transfer influencing factors through multiple regression modeling,as well as frames the direct and indirect routes of knowledge transfer for further elaboration of knowledge transfer mechanism in high-tech industrial cluster innovation networks.The third part sheds light upon the mechanism of knowledge transfer in high-tech industrial cluster innovation networks.Specifically,it analyzes the characteristics of the subject and object of knowledge transfer,reveals different types of knowledge transfer mechanism through subdivision of currently studied innovation network knowledge from the perspective of knowledge management,as well as exposes the mechanism of tacit knowledge transfer through modeling and simulation.In the fourth part,the author assesses the collaborative subject credibility in knowledge transfer in the high-tech industrial cluster innovation network based on the method of dynamic evaluation.Firstly,an evaluation indicator system is built for judging on the credibility.Secondly,a dynamic evaluation model is established for evaluating the credibility.Finally,the author verifies the feasibility of this evaluation model by case studies,offsetting the deficiencies of static evaluation and offering new decision-making ideas and methods forevaluation and optimization of the collaborative subject of knowledge.The fifth part of this paper explores the spatial effect of knowledge transfer in high-tech industrial cluster innovation networks,and proposes necessary measures.The input-output method and the spatial Tobit model are employed to analyze the spatial effect of knowledge transfer,with the basic factors affecting this spatial effect extracted.Through a comprehensive analysis on the dynamics,influencing factors and subject credibility in knowledge transfer,the author proposes macro and micro safeguard measures that promote knowledge transfer in the high-tech industrial cluster innovation network from the standpoint of the government and the behavior of the cluster enterprises.The aim is to provide a theoretical basis and a practical reference point for building and developing high-tech industrial cluster innovation networks and for facilitating knowledge transfer behavior in cluster innovation activities.
