At present, the rapid development of high-tech industry clusters have become an important driving force of regional economies. The high-tech industry cluster is to become a typical representative of knowledge-driven economic development. In this paper, high-tech industrial clusters as research background, we research their knowledge transfer system and models and put forward corresponding recommendations for conducting knowledge transfer to achieve self-organized model, in order to provide a reference for the realization of a knowledge-led the development of high-tech industrial cluster.The main contents of this thesis follows:(1) In the first part, we introduce the research background, meaning and content; in the second chapter, we review the theory of self-organization, knowledge transfer, high-tech industrial cluster, as the theoretical basis of main point.(2) In the third part, firstly, we verify the high-tech industry cluster knowledge transfer system meets the characteristics of self-organization, namely, high-tech industry cluster knowledge transfer system is open; knowledge transfer systems far from equilibrium for the existence of potential difference; fluctuation is the induced conditions of knowledge transfer system in high-tech industry cluster; non-linear effect of knowledge transfer is the dynamic interaction both within and outside the cluster environment. Secondly, we point out the knowledge transfer systems interact with the core network-centric, supporting knowledge transfer networks and external knowledge transfer network, and lead to fluctuations, and finish the initial stage, implementation stage, transition stage and integration stage. Finally, we build a knowledge transfer model of high-tech industry cluster based on the perspective from the self-organization.(3) In this fourth part,863 Central Software Park as an example, we verify the knowledge transfer model, and in the fifth part we put forward the recommendation to achieve and improve the knowledge transfer model of high-tech industry cluster, such as playing the market mechanisms and supporting systems opening, to achieve the government from regulator to service, improving the degree of knowledge sharing and integrating resources of multi-industry knowledge transfer system.Based on the new self-organization perspective, we demonstrate four basic characteristics of knowledge transfer system in the high-tech industry cluster, build a knowledge transfer model of high-tech industry cluster, and empirical analysis the 863 County Software Park using the model in order to provide the basis for the cluster manager developing the high-tech industries.
