| The under-forest economy is a significant channel to stabilize forestry ecological construction achievement,advance adjustment of forestry industry structure and increase the income of forest district employees.Under-forest herbal medicine is an important model of the under-forest economic development in key state-owned forest region of Northeast China,which accords with the resources condition,economic development pattern and natural environmental conditions of Heilongjiang Province,and also a crucial choice of enhancing sustainable development of forestry,continued ecological development of forest zone,rapid economic development of forest district and coordination and stabilization of the regional economy.During the critical period of ceasing commercial deforestation of natural forest completely in Northeast China(or Inner Mongolia),under-forest herbal medicine has become an important strength of modern forestry system construction in the state-owned forest districts,and a significant subject as an alternative and featured advantageous industry in state-owned forest districts.Currently,disordering plantation,low additional values of under-forest herbal medicine production and insufficient marketing of under-forest herbal medicine products are some of the prominent problems existing in the under-forest herbal medicine industry in state-owned forest districts,which has severely constrained the substantial effect and greatly weakened the economical promoting effect of this industry.How to realize the transverse connection and vertical synergy among the upstream,midstream and downstream of under-forest herbal medicine industry,how to achieve the multi-dimensional support and integrative development of the supply chain,technology chain and development space of the industry,how to cultivate an operational,practical,systematic and scientific under-forest herbal medicine industrial chain in Heilongjiang Province,how to promote multi-dimensional connection,optimal configuration of resources of this chain,how to advance research and development innovation of industrial technologies,and how to fulfill industrial network construction are the significant foundation of improving cultivation productivity and operating efficiency,strengthening competitive advantages and operating performance of under-forest herbal medicine industry,and also key problems that demand prompt solution in developing this industry in state-owned forest districts.This study takes the under-forest herbal medicine industry in Heilongjiang Province as the study object,using theories of industrial chain type,forest sustainable management,new industrial organization and industrial linkage to discuss its distribution and characteristics,current circumstance and problems,analyse its advantages,disadvantages,opportunities and threats and discuss the basic principles of its cultivation,and core concepts including its construction strategy,structure and values.This article also comprehensively interprets development model and key technologies of the industrial chain,including the upstream-plantation of under-forest herbal medicine,midstream-processing of under-forest herbal medicine,and downstream-marketing of under-forest herbal medicine products,from the perspective of structure cultivation of the industrial chain.This study also describes systematically the basic pattern and implementation path of the supply chain,technology chain,and development space of this industrial chain from the perspective of value cultivation,which could practically promote dynamic supply-demand balance,technological coordinated innovation and reasonable space distribution of it.It presents the basic principles of interest allocation mechanism of this industrial chain,analyses the game behaviors of relative subjects and confirms the interest allocation mechanism of it.It also presents the supporting system of its cultivation to promote cultivation productivity and enhance the operating efficiency. |
