The high-tech industry cluster is an important base for the development of high-tech industries, leading the direction of high-tech industries to a large extent. Chinese high-tech industrial clusters are mostly still in the initial state of development, mainly relying on the rich resources and cheap labor seeking to develop, at a downstream location of the international industrial chain, this model is not only hindering the development of high-tech zones, but also slowing down the speed of high-tech industry. To improve the backward state, high-tech industrial clusters must rely on independent innovation and technological progress. As a significant presence form of high-tech industrial cluster, the continuing ability of independent innovation is the key to obtain a competitive advantage and develop rapidly of high-tech zones. The theory of industrial clusters and innovation is the basis for this article’s further study, using Entropy weight—TOPSIS, taking various economic disciplines, exploring some theories about the capability of independent innovation in high-tech industry clusters, such as connotation, elements, evaluation system etc. And there is a case study on14national high-tech zones in the central interior which including Taiyuan high-tech zone, transverse contrast their capacity of independent innovation. And then there is a longitudinal analysis of the capability of independent innovation based on statistics2005-2009Taiyuan high-tech zone.This study mainly reflected in the following areas:(1)On the basis of learning relevant literature home and abroad, there is a literature review on cluster innovation system, capability and evaluation of innovation.(2)Defined the capability of independent innovation of high-tech industrial clusters. After learning the theories about cluster and innovation, from innovation subjects, openness, integrity to define this concept.(3)Build the index evaluation system of the capability of independent innovation in high-tech industrial clusters. Make the cluster innovation system as the research’s starting point. Analyzing the Factors affecting the capability of independent innovation of high-tech industrial clusters and the principle of index selection, then build the index evaluation system. The system includes the innovative environment, the ability to support the independent innovation capability, the potential capability of independent innovation and innovation output capacity of four-level indicators, and the corresponding secondary indicators.(4)By means of the evaluation system has been built, applying Entropy Weight and TOPSIS, the capability of independent innovation in some national high-tech zones in2007-2009have been evaluated and ranked. The study find that environmental support capability, input capability, potential capability of independent innovation, Innovation output capacity all have backwardness in varying degrees in the selected14national high-tech zones, In the consolidated rankings, it was ranked in the middle and lower of the ability of independent innovation.(5) There is a longitudinal analysis of the capability of independent innovation on Taiyuan high-tech zone. The study found that, in2005-2009, total revenue, gross industrial output value and GDP was growth sustained and stable in Taiyuan high-tech zones; The total revenue structure is optimized, the proportion of product sales revenue and technology revenue were Increasing, but the proportion of income from commodity sales were decline. Input of scientific and technological activities, fund were Increasing. Leading role in the regional economy has become increasingly evident. In the last part of, there are some suggestions for problems have been found in the article.
