The 19th National Congress of the Communist Party of China clearly point out that we should make strong moves in the rural revitalization strategy,accelerating the primary,secondary,and tertiary industries to develop in an integrated way in rural areas.The No.1 Document of the Party Central Committee in 2018 put forward that the blossom of industries in rural is the key to implementing the rural revitalization strategy,system,speeding up the development of policies system of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas,which is the important decisions made by the Party Central Committee with Comrade Xi Jinping at its core facing new situations and new problems in the reformation and developmen in the country.The primary,secondary,and tertiary industries to develop in an integrated way in rural areas is the necessary requirement of building modern agriculture industrial system,production system and management system,the only way to implement the rural revitalization strategy,promote agricultural and rural modernization and achieve integrated urban-rural development,the inevitable choice for promoting agricultural overall transition,rural development in general,peasants advancement in an all-round way,having a positive significance to flows of the factors of production,the industry cluster,market form and the development pattern of urban and rural on a large scale,a wider range and a higher level,injecting new vigour into sustained,healthy economic and social development.Therefore,advancing the primary,secondary,and tertiary industries to develop in an integrated way in rural areas is an important breakthrough in agricultural and rural economic development in a long period of future in China.Today,the developing status in the primary,secondary,and tertiary industries to develop in an integrated way in rural areas is favorable,the main bodies of integrated were gradually increased,the scale of the industry integrated is expanding,the industrial chain is continuous extending,the value chain is remarkable moved up,the supply chains are quickening restructure,the interests mechanism of the main bodies of integrated was constantly improved,the modes of convergence development were increasingly diversified.The primary,secondary,and tertiary industries to develop in an integrated way in rural areas is becoming fertile ground for innovation and business ventures in rural area,whose effect on improving agriculture benefit,increasing peasant income,and building the harmonious and stable country is increasingly prominent.However,needless to say,with the flourish of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas,its risks have grown with time,simultaneously,all kinds of risks are intertwined,which made risks of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas fast change and grow complexity.The management of risks of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas is directly related to its quality.if the risk is managed,the primary,secondary,and tertiary industries to develop in an integrated way in rural areas will have developed very well;if the risk is not managed,the primary,secondary,and tertiary industrial convergence,the rural revitalization strategy,agricultural risk management in an integrated manner,constructing the theoretical framework of the risk management of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas,offering new experience and scientific evidence for demonstrating or falsifying all kinds of theoretical proposition of the risk management of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas.In this paper,following laws of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas and risk management,we design scientific policies and carry out effective service project,in order to provide evidence to all kinds of interest bodies of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas to prevent and eliminate effectively the risks,accelerating the development of the convergence development of agriculture,second industry and third industry in rural area.According to the above thought,this thesis consists of several parts as follows:Chapter one,introduction.In this part,we analyze the research background and significance,the research ideas and main content,the research methods and innovators.Chapter two,research summary and theory of foundation.In this part,we review the research results at home and abroad,summarize the relevant theory,and on this basis we construct a conceptual and practical framework of the risk management of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas,which makes the research thread of the whole thesis more clear.Chapter three,the research on the primary,secondary,and tertiary industries to develop in an integrated way in rural areas.In this part,we analyze the connotation,current situation and opportunity of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas,in order to make clear the exact value of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas,finding base point of the risk management of the primary,secondary,and tertiary industries to develop in an integrated way in rural areas.On the macro level,we analysis risk type,risk identification,risk evolution,risk assessment,which makes the
