Study On Identifying The Innovative Cities In China

Nowadays,China has stepped into the key period to construct the innovation-oriented country.The construction of innovative cities is the point to realize the regional collaborative innovation and the strategic goal of innovation-oriented country.At present,the study of innovative cities in China is still in its early stage,the core functions of innovative cities are not clear yet,which lead to we have an vague,numerous and different understanding of concept about the innovative cities.This study defined the connotation and core function of the innovative city under the background of knowledge economic era,globalization,and strategy of national innovation,paying more attention the effects which come from the core function of the innovative city.Meanwhile,this study constructed an theory system of innovative city which integrates the theory of innovation system,the theory of spatial knowledge spillovers of new economic growth,the theory of geographical spillovers of new economic geography and the theory of world citis,and explains the formation of the innovative city and the mechanism of the the innovative city's function in the view of the knowledge spillover effects.This study established the theory identification model of innovative cities based on the view of knowledge spillover effects,and reveals the relationship mechanism between the development law of innovative city and its core functions.It proved that under the background of globalization and knowledge economic era,the understanding of innovative city can not be confined to the comprehensive score based on large scale evaluation index,but also need to observe and identify the knowledge spillover effects come out from the core functions of innovative city.On the basis of the mode theoretical hypothesis,with the methods of spatial econometric,social network,analysis and dynamic factor analysis to identify the innovative cities in China which playing the core functions and producing knowledge spillover effect.Validates the correctness of the theory recognition model,and put forward the construction path of innovative cities in China from the perspective of knowledge spillover effects.Geting some conclusions are as following:Firstly,the innovative city is the growth pole and innovation center in national and regional innovation,which plays the function of gathering,diffusion and domination of the innovation resources.Knowledge spillovers are not only an important reason for maintaining the sustained economic growth of innovative cities,but also a theoretical mechanism to explain the influence to other regions by the external functions of innovative city.The core functions and internal development of innovative city are promoted and embodied through the effect of knowledge spillover.The development stage of innovative cities can be identified and judged through the knowledge spillover effects generated by the core functions of innovative cities.Secondly,the effects of knowledge spillover are the key factors to form the urban innovation spatial pattern.The spillover effects of the innovative city in the process of playing the function of gathering,diffusion and domination innovation function shows the spatial characteristics of the spatial polarization,spatial agglomeration and innovation network hub in the urban innovation spatial pattern.The core function of the innovative citis embodies their development stage.Economic growth has promoted the agglomeration of innovation resources,and the effect of knowledge spillover in this process has led to the continuous growth of the innovation-oriented urban economy,the formation of polarized urban innovation spatial features and the expansion of the spatial differences of urban innovation.A perfect urban innovation system is conducive to the allocation and optimization of innovation resources,upgrading and transfering of existing innovation elements,the impact of the innovative diffusion function on the neighboring countries with high knowledge and innovation absorptive capacity.And the knowledge spillover effect of the perfect urban innovation system has promoted the regional innovation and development of the surrounding cities,and forming an innovative metropolitan area and urban agglomeration.Because of globalization and information age,convenient infrastructure and high-technology help innovative city to overcome the restrictions of the geographical distance,connecting the other innovative cities to form the innovative network to obtain the new innovation resources,improve their own innovation ability,play a dominant role in knowledge innovation.The knowledge spillover effect of innovative cities in the urban innovation spatial pattern shows the spatial characteristics of the innovative network hub nodes,forming a multi-center urban innovation network spatial pattern.Innovative city plays a functional role and promotes the innovation efficiency and economic growth level.It is possible to identify and observe the innovative city through the spatial effects of knowledge spillover generated by the innovative cities in the process of the core function development.Thirdly,there exists a large spatial differences in Chinese urban innovation development,knowledge spillover effects can not only improve the level of innovation around the city effectively,but also is the main reason which forms Chinese urban innovation pattern.In the development of Chinese urban innovation,Chinese innovative cities with high knowledge innovation ability and playing the functions of innovation gathering,diffusion and domination functions includes: Beijing,Tianjin,Shanghai,Hangzhou,Ningbo,Changzhou,Suzhou,Nanjing,Shenzhen,Guangzhou,Zhuhai,Dongguan,Zhongshan,Hefei,Wuxi,Wuhan,Chongqing,Chengdu.These cities show the spatial characteristics of innovative spatial polarization,agglomeration and innovation network hub nodes in Chinese's urban innovation spatial pattern,also the effects of function promotes the sustained growth of urban economy.Forthly,the mode of diversified industrial agglomeration and environmental construction is the main path of the large-scale innovative city to improving the capability of independent innovation in the future.The mode of specialized industrial agglomeration can help small innovative cities entering the urban innovation network,so that these cities in the interconnected and cooperative network can obtain new and innovative resources through knowledge spillovers and improve the efficiency to construct the innovative urban,thereby enhancing the innovation level of the overall region and nation.Beijing,Shanghai and Shenzhen with high network status and influence in the network of scientific and technological patent cooperation,have the potential and conditions to constuct a global innovation city.According to the law of urban innovation development and resource endowment selecting the personalized and differentiated goals and development path accroding to the different innovative cities construction,effectively use of knowledge spillover effects to obtain new innovative resources and improving the efficiency of urban innovation is the breakthrough and the main direction of the future research on the construction of innovative cities in China.
