Over the last few years,the quality and safety of agricultural products became a larger controversial issue in Chinese society.In parallel with the growth of economy and higher living standards,people started to pay more attention to health issues.For an agricultural product,growth is only feasible when the quality is guaranteed and the health safety is assured.In conjunction with the progressing industry of Pu'er tea and the increasing number of tea-related personnel,the quality and safety issues of Pu'er tea has become the focus point of society.The prices of Pu'er tea are greatly differentiated based on regions/hill tops,tree species and processing methods.As the competition arose,the expectation for quality was also lifted higher.All the enactment of the Chinese Food Safety Law,the development of standards among the safety of tea-related food products,the structural development of the quality and safety of tea-related field of production and the enactment of the daily supervision among tea-related products have indicated the direction and proposed the conditions that needed to achieved for the development of Pu'er tea industry.In order to build an operable behavior control system with quality and safety traceability,how to effectively and rationally connect the standards,systems and policies in each step? It is closely related to the planting farmers,processing enterprises,distributors and government departments.And it is related to every single consumer's immediate interests.Based on such reasons,the thesis aims to dig deeper into the study of behavior control with quality and safety traceability of Pu'er tea.Determined from analyzing the influencing factors of the traceable behavior control,the goal is to build a traceable behavior control system which involves the quality,safety and other stakeholders of Pu'er tea.The specific research content is divided into four parts:First part is to analyze the main responsible body of the behavior control with quality and safety traceability of Pu'er tea.Based on the relevant documents and investigation studies,analysis focuses on the current developing situation of Pu'er tea and the development status of its traceable behavior control on quality and safety.In order to find existing problems,the SCP theory is applied to the analysis of development of Pu'er tea industry.Then,it is important to identify the responsible body through the perspective of Pu'er tea's industrial chain.Eventually,the MARS model is used to analyze the influencing factors in each responsible body.Second of all,the influencing factors of the behavior control with quality and safety traceability of Pu'er tea need to be clearly identified.The quality and safety traceability of Pu'er tea is inevitably affected by different subjects in the supply chain,the impact of these factors on the traceable behavior control varies from subject to subject.The influencing factors were first extracted from four aspects of incentives,capacities,role perceptions and situational factors.Then,they were used to build the structural model of influencing factors.The next step is to individually survey four types of responsible bodies,which are planters,producers,distributors and regulators.The structural equation model is then used to explore the differences between the four types of responsible subjects.Finally,the foundation for the modeling design of the behavior control with quality and safety traceability of Pu'er tea in the next chapter is paved by extracting the commonality of the four influencing factors.Third part is building the model for the behavior control with quality and safety traceability of Pu'er tea.An operable quality and safety traceability behavior control model is an important precondition for improving the quality of Pu'er tea products and ensuring consumer rights.Based on the analysis of influencing factors in the previous chapter,the correlation coefficient of the traceable behavior control on Pu'er tea's quality and safety is verified by grey relational analysis with different indexes.And the key influencing factors for the traceable behavior control on Pu'er tea's quality and safety have been identified.With planters,producers,distributors and regulators being in the center of the model as four types of responsible bodies,the traceable behavior control model on Pu'er tea's quality and safety can now be build including the core layer,middle layer and the surface layer from a point-line-surface perspective.Fourth,it is time to take the ancient Pu'er tea from Jingmaishan in Yunnan province as an example to conduct the implementation research on the traceable behavior control on Pu'er tea's quality and safety.On the basis of summarizing ancient Pu'er tea of Jingmaishan,the construction of the core layer,middle layer and surface layer is being analyzed.The rationality and practicality of the traceable behavior control model,that was constructed on the basis of discussing the key influencing factors,were examined.Through the implementation strategy and implementation process analysis of ancient tea tree's traceable behavior control in Jingmaishan,quality improvement was carried out based on 8D theory,so as to achieve the purpose of control.The innovation of the thesis is to combine the macro management of the government with the internal control of the industrial chain,to integrate the factors of market behavior and market performance,to clarify the key elements,key steps and key nodes of the control,to drive the overall situation with the breakthrough of individual factors,to demonstrate the science and operability of the whole controlling model through the experimental methods and to systematically carry out the traceable behavior control on Pu'er tea's quality and safety with all elements,all processes and all the time.The system has some degrees of scientificity and operability,it is worthy for other agricultural and sideline products to use for references.
