With the development of the times and the further development of economic globalization,enterprises are facing a more complicated environment.On the whole,the current research has not reached a guiding framework for enterprise strategic change because researchers have different research concerns.How to achieve transformation through strategic change continuously?How to improve the dynamic capabilities of the enterprises?How to break the rigidity of organizational routines?How to overcome path dependence in transformation and development?These problems have become the focus of strategic change research.In recent years,resource-based enterprises in western China have been playing an increasingly important role in regional economic and social development.Relying on their rich and unique natural resource advantages and location advantages,they have become the pillar enterprises to promote regional economic development by focusing on the development and utilization of characteristic natural resources.Because mineral resources in the western region declines and environmental protection policies tighten,the enterprises have to consider getting rid of their heavy reliance on resources and launch new strategies.Therefore,the research object is selected as an enterprise in western China that takes the possession of natural resources as its advantage and the exploitation and primary processing of natural resources as its basic production methods to gain competitiveness.The enterprise changes its strategic resource allocation mode to adapt to the changes of internal and external environment.In the past 30 years,the academic circle has attributed the successful transformation of resource-based enterprises mainly to effective strategic reform including five paths.Although accompanied by a lot of debates,it has basically formed a general understanding in the theoretical circle.No one of the strategic changes has elaborated on the hidden organizational routines and dynamic capabilities under the explicit strategy that must be overcome to facilitate such a strategy.Whether the organization can overcome the inherent obstacles,so strategic change becomes ideal and natural.Therefore,in academic terms the strategic change actually points to a core issue which is the importance of organizational routines in the strategic change,is what kind of routines make some enterprises always be able to actively adopt the right and appropriate strategy,rarely to make mistakes and finally to built to last.These lead to a discussion on the relationship and role of organizational routines,dynamic capabilities and strategic change.Some scholars believe that organizational routines is a "black box" which is difficult to say.This paper introduces on the basis of organizational routines of evolution,puts forward " organizational routines-dynamic capabilities-strategic change" the mechanism as well as the successful path in practice,improves academic research,explains strategic change and the interaction of the external environment and internal conditions,by using "successful experience" the summary of the structure of a set of rich and effective theory,guides enterprises to cope with the change of internal and external,overcome their own shortcomings.The purpose of this study is to build a strategic change theory based on organizational routines and the impact of dynamic capabilities,so as to provide guidance and help for resource-based enterprises in western China.Therefore,this paper is an exploratory study of theoretical construction and practical application.In this paper,on the basis of the latest research at home and abroad,on the basis of the theory and practice,from the perspective of macro and micro interaction,to research the western resource-based enterprise strategic change in organizational routines and the dynamic capacity of influence factors,using the field research method,logical deduction,the empirical analysis method,case method analysis of organizational routines,dynamic capabilities and strategic change relations,profoundly reveals the essence of speeding up the western resource-based enterprises strategic change requirements,research characteristic of western resource-based enterprises strategic change process and mechanism,etc.Firstly,this paper deepens the research on the theory of strategic change of resource-based enterprises in western China.It analyzes the cause,experience,sequence,dynamic mechanism and scenario mechanism of the strategic change of western resource-based enterprises,and analyzes the strategic change mode of western resource-based enterprises according to the growth stage.It puts forward that the key factors influencing the organizational routines of resource-based enterprises in western China are core values,concepts,governance structures,systems and processes,and the key mechanisms are organizational learning,innovation and entrepreneurship.It reveals the mechanism of strategic change based on the dynamic capabilities of organizational routines and the influence of organizational routines and dynamic capabilities.Evolution of western resource-based enterprise strategic change in business strategy and organizational change as the carrier,through the study of organization,are routines change-search-copy-save four programs to promote organizational routines and the evolution of dynamic capabilities,and manifest by exploratory learning-knowledge externalization-exploitative learning-knowledge implicit to make use of the four ways to promote complete the strategic change,and once to form a new organizational routines and dynamic capabilities,enterprises can get rid of the "path dependence",accordingly achieve competitive advantage.This paper profoundly reveals the hidden process and internal system dynamic mechanism in the process of strategic change,which provides reference for Chinese enterprises to expand,strengthen,optimize and develop with high quality under the new situation.Secondly,this paper selects western resource-based enterprises as samples to carry out empirical analysis.The empirical test found that the organization routines of western resource-based enterprises were positively correlated with dynamic capabilities,but the implicit norms had no significant influence on dynamic capabilities.The organization routines of western resource-based enterprises are positively correlated with the strategic change,but the implicit norms have little influence on the strategic change.The dynamic capabilities of western resource-based enterprises is positively correlated with the strategic change,but the perceptive response ability has no significant influence on the strategic change.Dynamic capabilities has some mediating effect between the organizational routines and the strategic change of western resource-based enterprises,but the perceptive response ability has no mediating effect between the organizational routines and the strategic change of western resource-based enterprises.Environmental dynamics is positively related to the strategic reform of resource-based enterprises in western China.The autonomy of management is positively related to the strategic reform of western resource-based enterprises.Thirdly,this paper selects kunming iron and steel holding Co.,Ltd.,wengfu(group)Co.,Ltd.,Yunnan yuntianhua Co.,ltd.and Yunnan Tin Co.,Ltd.Firstly,it studies the sequence,mechanism and process of corporate strategic change,and describes in detail the evolution of organizational routines into dynamic capabilities,and the strategic change based on the influence of organizational routines and dynamic capabilities.Secondly,it is to study the process and results of development and strategic reform of western resource-based enterprises,and to analyze the success factors of western resource-based enterprises' strategic change logically.It is found that under the condition of resources becoming increasingly strained and even exhausted,resource enterprises in western China break through resource trap and successfully transform another strategic path,namely "organizational routines-dynamic capabilities-strategic change " path,and the theoretical value of this path is prospected.Finally,this paper summarizes the research conclusions and contributions,and puts forward the deficiencies and prospects.
