Abstract/Summary:
This is an analysis of the various privatization programs instituted in the Central and Eastern European countries, with particular emphasis on Poland, Hungary, the Czech Republic and Russia and the effect of those programs on the creation of a vibrant entrepreneurial class. The creation of an entrepreneurial class should be one of the overriding goals of the transition process. My central argument is that various types of privatization programs allow for the creation of varying types of entrepreneurial endeavors. The Central European states have adopted programs aimed at rapid transformations of their political, social and economic structures, which in turn have provided an environment in which entrepreneurship can flourish. In Russia the path to reform and privatization has allowed for the institutionalization of corruption which permeates from the central government and affects almost all levels of entrepreneurial activity in Russia.;Entrepreneurial development is a key factor required in Central and Eastern Europe in order to restructure old enterprises into new efficient businesses become the job creators so that all those who are unemployed will be able to find new work, thus creating social stability among the citizenry, and for modernizing and redefining all social, economic and political structures.
