Studies On Performance-Based Green Building Assessment System In China

As Chinese construction environmental issues gradually paid attention, greenbuildings rapid development in recent years. This paper surveys current developmentof Chinese green buildings from four aspects: basic national conditions, programnumbers, typical cases and industry conditions. And it points out problems of ChineseGreen Building Assessment System, which are: not creating a scoring system;focusing on technical measures rather than actual performance; not meeting the needsof different regions, building types and life cycle phases. So, it is necessary toestablish a Performance-based Green Building Assessment System in Chineseconditions.This paper summarizes the main characteristics, advantages and disadvantages oftypical ten Green Building Assessment Systems in the world. And it points out thatinspecting performance is the major trends in development of future Green BuildingAssessment System. Based on comprehensive assessment theory, the paper gives asystematically comparison and analysis of these systems from the points of purpose,developers, objects, indicators, weights, assessment model and results. And then, itdeep analyses two typical assessment systems of Chinese ESGB and U.S. LEED fromthree aspects of framework, contents and mechanisms. On this basis, the paperproposes theoretical model of Performance-based Green Building Assessment Systemand systematic development of the model from three dimensions of regions, buildingtypes and life cycle phases.Based on theoretical model of Performance-based Green Building AssessmentSystem, this paper establishments an assessment system for office buildings designphase in Tianjin. It discusses optimization of each indicators from performance;designs its indicator system, credits, Score levels; obtains its weights used the methodof expert questionnaire combined with AHP; develops a score table and assessment software; tests the assessment system by two case study at last. The paper proposesthat it need collaborative efforts of knowledge innovation, reliable method andeffective implementation when theory achieve to practice.Theoretical model and systematic development of Performance-based GreenBuilding Assessment System proposed by this paper could be reference to theoptimization of green building assessment system in China.
