Green building construction is an inevitable product of the construction industry.Which to a certain extent because of the damage to the environment,short of energy resources and high energy-consumption of architecture.On January 1,2013,the State Council put forward green building program of action which made by the National Development and Reform Commission,the Ministry of Housing and Urban Construction.This program will have a major impact on the construction industry of Shenyang City and the whole country.The second-tier cities actively introduce relevant policies,hoping to be the forefront in the green building wave.However,the objection of a regional green building initiatives evaluation plays a crucial role in the decision making.Based on the "green building action plan" and knotting the system dynamics and AHP evaluation model,this paper constructed green building operations and evaluated Shenyang green building initiatives to find out the shortness of Shenyang Green building initiatives.Then according to the actual situation in Shenyang,suggestions and Among them,the first thing is to make economic analysis on the green building to show that green building is the inevitable outcome of the development of construction industry and the huge potential of China's construction industry compared with the development path of other nations.Then according to the conception of generalized construction,the paper will evaluated the construction in Shenyang with the hall three dimensions structure model and found out the existing problems in the development of Shenyang construction industry compared with other cities which have better development.On the basis of the construction environment of the country overall,the paper summarized the outcome of Shenyang green building operations from the aspects such as the completeness of policy,projects and levels of green building,green building measures,green building markets and so on.And this paper will found out the defects of Shenyang by the comparison and analysis of Shanghai and Shenzhen Combine system dynamics.By using analytic hierarchy process,the new green building rating standards,and the Chinese green building initiatives map,this paper made a green building evaluation system and used it in the green building initiatives evaluation of Shenyang to get its evaluation score and level.Through quantitative evaluation this paper put forward incentives implementation of Shenyang's green building initiatives that need to be taken,and gives the general idea and content design policy content.These achievements can help the relevant government departments evaluate and predict the progress in the implementation of green building initiatives,and make timely decisions.
