Research On The Planning And Management System And Mechanism Of National New Area

The national new area is a comprehensive functional area that undertakes the strategic tasks of the country's major development and reform and opening up.From the establishment of Pudong New Area in 1992 to the proposal of Xiongan New Area in April 2017,the national new area has made great contributions to our country's reform and opening up.In the context of the new era,this study fully combines the results of the implementation of the reform of state institutions,in order to implement the modernization of state governance,to explore new concepts and practice paradigms of urban planning and management,better use of spatial planning as a key role in leading urban planning.This thesis focuses on urban planning management,taking national new area as the research object,systematically applying the relevant theories of urban planning,management,typology and so on,and focusing on institutional mechanism reform,using the methods of type comparison,empirical study,literature study,inductive analysis,field investigation,telephone interview,the main work accomplished and the main conclusions obtained are as follows:?Firstly,the concept and characteristics of the national new area mechanism are analyzed,and the related research progress is summarized.Secondly,the thesis reviews the development of China's planning management system and the national new area,it summarizes the main characteristics and value of planning management thinking,strategic significance and challenges of the national new area.Then,the thesis summarizes the five key elements of the national new area planning management system and mechanism,and finally summarizes the basic model and operation relationship of the national new area planning management system and mechanism.?Based on the analysis of typological literature,the thesis puts forward the classification methods and principles of the national new areas planning management system and mechanism,constructs the classification system,and classifies the 19 national new areas into 3 types.According to the dimension of system,namely the descending order of the degree of completion of institutional reform,there are three specific types,including new areas for planning and construction,new areas for natural resources,and new areas for multidepartments.According to the dimension of mechanism,namely the descending order of the degree of innovation,there are three specific types,including ? new area,? new area and ?new area.Combined with the results of grouping and classification,the effectiveness of institutional mechanism innovation is analyzed,and the problems that need to be solved are found.?Based on the vision of governance modernization,follow the vision and goal of reform,and put forward concrete reform measures of the national new area from the institutional level and the mechanism level.?Finally,taking Sichuan Tianfu New Area as an example,combining with the goal and thought of institutional mechanism innovation,starting from the key elements to carry out practical innovation research,the thesis comments on the achievements and problems in the institutional mechanism of planning management of Sichuan Tianfu New Area,this thesis puts forward some suggestions on the optimization of“one system,two mechanisms",and makes an in-depth discussion on the reform of state-level new area of the national new area from an empirical perspective.In this thesis,the principles and methods of typology are used to study s the national new area,and forms the concrete implementation path of mechanism reform and innovation of national new area,it has certain guiding significance and reference value for the transformation and upgrading of the national new area and the reform of the planning and management organizations.
