The Research Of The Participation Mechanism Of NGOs In Urban Community Home Care Service

At the turn of the century,China has entered an aging society.With the promotion of socialization of public affairs management,the NGOs' participation in urban community home care services has become the ideal path to deal with the aging society.Systematic research on the mechanism of the participation of the NGOs in the urban community home care services has great theoretical and practical significance for solving the increasingly sevious problems of old-age care in China and improving the sense of acquisition,happiness and security of the elderly.Focusing on the theme of"the mechanism of the participation of the NGOs in the urban community home care services ",this paper,with the help of Ostrom's IAD framework and the typical case of Wuhan Daoneng Volunteer Service Center,explains through field research such issues as "why NGOs participate","which NGOs participate","how NGOs participate" and"how effective NGOs participate".This paper makes a preliminary exploration for perfecting the mechanism of the participation of the NGOs in the urban community home care services.The content of this paper generally includes:"A Case"-Daoneng Volunteer Service Center;"One Framework"-IAD Framework;"Four Mechanisms"motivation mechanism,selection mechanism,implementation mechanism and guarantee mechanism;"Five Elements--Exogenous variables,actors,action situations,interaction patterns,and potential results.Firstly,in the case selection,the non-probability sampling method is adopted to select the Daoneng Volunteer Service Center as the research field based on the representativeness of the case itself and the compatibility with the research theme,and the survey is conducted.The empirical research is carried out with the collected data as the evidence.Secondly,the IAD framework is used as the theoretical tool.As a general framework for organizational system research,IAD framework is not only a theory,but also an analytical tool.It can simplify and organize complex and changeable situations.Its wide applicability has been successfully proved in many fields in many countries.From the perspective of NGOs to explore the supply of urban community home care services in China,there are still many uncertainties and complexities.These uncertainties and complexities make the IAD framework fit well with the research topics of the paper.By optimizing and integrating the strong explanatory power of IAD framework and research topics,a holistic analytical framework for the study of the mechanism of the participation of the NGOs in the urban community home care services is constructed,hoping to give a more logical interpretation of the mechanism of the participation of the NGOs in the urban community home care services.Thirdly,the mechanism of the participation of the NGOs in the urban community home care services is a set of institutional systems for the NGOs to participate in urban community home care services,including motivation mechanism,selection mechanism,implementation mechanism and guarantee mechanism.Among them,the motivation mechanism analyses the power source of the NGOs participating in urban community home care services from the static level,and solves the problem of "why to participate";the selection mechanism screens out which NGOs are qualified to participate in urban community home care services from the micro level,and solves the problem of "who will participate";the implementation mechanism refers to the internal variables of the mechanism of the participation of the NGOs in the urban community home care services and the role process and function between the variables,and solves the problem of "how to participate".The guarantee mechanism is to analyze the conditions for the NGOs to participate in the effective implementation of urban community home care services,and solves the problem of "effective participation".These mechanisms are coupled and complementary in function,and ultimately point to the effective promotion of urban community home care services.Finally,the core essence of the IAD framework is integrated.The five elements of the IAD framework are taken as the five chapters of the paper structure,namely,motivation mechanism,selection mechanism,implementation mechanism and guarantee mechanism and shortcomings of the NGOs' participation in the urban community home care services are analyzed in turn from exogenous variables,actors,action situations,interaction patterns,and potential results.Relying on the natural attributes,community attributes and application rules of exogenous variables,the dynamic mechanism and its influencing factors are analyzed.Relying on actors to analyze the selection mechanism through selection criteria,selection principles,selection methods and selection process.Relying on action scenarios to analyze the internal variables and the interrelationships between the variables in the implementation mechanism,and integrating research data from the selection mechanism and governance machine.Combined with the field research,the action situation of the NGOs participating in urban community home care services is divided into two parts:the contest situation and the governance situation,and relying on the interactive mode,the security mechanism in different situations is interpreted by the multi-level nested mode from the political level,the executive level and the operational level.Referring to Morton's classification of the types of functions,the potential results are analyzed in both positive and negative ways.It not only summarizes the achievements of the NGOs in participating in the urban community home care service mechanism,but also analyzes the problems existing in the dynamic mechanism,the selection mechanism,the implementation mechanism and the guarantee mechanism,and finally puts forward the corresponding countermeasures.The urban community home care service is a grand issue of the era,involving all aspects of social and economic life.Using the IAD framework to study the urban community home care service from the perspective of the NGOs participation is a bold innovation and attempt,but the exploration of the single subject perspective of the NGOs is the tip of the iceberg.More problems that have been omitted need to be further studied in the future.
