Since 2000,the aging of China's population has been accelerating,and the problem of providing for the aged has become increasingly prominent.With the development of economy and society,the function of traditional family pension is gradually weakened,and institutional pension is unable to support diversified pension needs.The community home-based pension model with family as the core,community as the support and institution as the supplement emerges at the historic moment.In order to promote the specialization and standardization of community home endowment service,our country has launched a series of policy specification,but in the process of community home endowment service practice,still exist within government transverse linkage is not enough,the government and market,social and community responsibilities plural boundary is not clear,the problem such as communication and coordination mechanism is not smooth,affect the efficient and effective community home endowment service.Scholars from all over the world have studied the model,mechanism and dilemma of community home-based care service from different theoretical perspectives,but most of them focus on a certain service mechanism,such as supply mechanism,quality assessment mechanism and supervision mechanism,etc.,and the subjective initiative of service objects is easily ignored.In order to improve and construct the urban community home endowment service mechanism,this article mainly yuan governance theory Angle of view,to take the lead in sichuan province to carry out the embedded community home endowment service discovery of chengdu Pi area F community as a case,using the research methods such as literature research and interview method to study and analysis about the present situation of city community home endowment service,found in the process of community home endowment service,there exists a needs assessment main body together,needs assessment system is not perfect enough,multiple subject service supply capacity is insufficient,service supervision does not reach the designated position,the evaluation problems such as lack of credibility.In view of the above problem,draw lessons from yuan governance theory of government management,cooperation and interaction between multiple subject consultation,the core elements such as the management objective of maximizing the public interest,and through theestablishment of participatory evaluation system,integration of multiple subject needs assessment standard,play to the leading role of government in service supply run,making multiple subject collaborative supply mechanism,perfect the legislation,administrative supervision,social supervision and self supervision of combining the multivariate supervision mechanism,form a scientific and reasonable evaluation mechanism,build responsibility clear,negotiated interaction,goals of urban community endowment service mechanism that occupy the home,Promote the sustainable development of community home care services.
