A Logical Study Of The Formation And Development Of Deliberative Democracy In Contemporary China

Consultative democracy in China is an endogenous democratic form to promote the development of democratic politics in China.It is an important part of the road of socialist political development with Chinese characteristics.It has its own unique,unique and unique logic of generation and development.From the perspective of the CPC's strategy of governing the country and the modernization of the national governance system,this paper reveals the spiritual implications of the people's subject,consensus and effectiveness of consultation in China's deliberative democracy,and explains its value functions of political participation,decision-making consultation and democratic consultation.On this basis,from the three dimensions of historical logic,theoretical logic and practical logic,this paper analyses the evolution law of the formation and development of Chinese deliberative democracy,and explores the development path of Chinese deliberative democracy practice from the macro,meso and micro dimensions.Consultative democracy has distinct theoretical inclusiveness and practical extensibility.The emergence and development of deliberative democracy in contemporary China presents the internal logic of integration of theory and practice,tradition and modernity,and interaction between China and the world.Firstly,the theoretical logic of the emergence and development of deliberative democracy in China is the result of the interaction and integration of Chinese traditional political culture,the foundation of Marxist theory and the thought and system of deliberative democracy of the Communist Party of China.Secondly,consultation is the form of democracy and democracy is the process of decision-making.The relationship between consultation and democracy has become the unique living soil and growth space of consultative democracy in China,which provides a reasonable way for the effective realization of democracy in the modernization of state governance.Consultative democracy in contemporary China is a development strategy of governing the country,optimizing the system arrangement of consultation and making consultative political decisions.It adheres to the people's dominant position,aims at maximizing the public interests of the "state-society",fully and thoroughly communicates and consults on issues of common interest in accordance with the rules and normative mechanisms,guarantees the consensus and effectiveness of the results of the consultation,and provides comprehensive system and effective support for governing the country and decision-making through consultation.Thirdly,the contemporary growth logic of deliberative democracy in China is not only based on its original quality of good governance and benevolent governance,but also conforms to the historical trend of the evolution of socialist democracy with Chinese characteristics and follows the general law of institutional growth,thus demonstrating the endogenous nature,traditional compatibility,realistic feasibility,appeal responsiveness,institutional rationality and development effectiveness of deliberative democracy in China.? The research shows that the development and comprehensive movement of the triple logic of history,theory and practice have eloquently and profoundly revealed the system and operation of deliberative democracy in contemporary China,which is the result of long-term development,gradual improvement and endogenous evolution on the basis of Chinese historical inheritance,cultural tradition and economic and social development.With regard to the development of deliberative democracy in China in the new era,this paper holds that at the macro level,we should establish the core concept of deliberative democracy in the new era,take the system as the carrier,construct a modern consultative system,and realize the effective combination of traditional consultation and modern democracy;in the medium-term promotion strategy,we should focus on political party consultation,CPPCC consultation and NPC consultation,with the main focus on the subject and core of consultation.In terms of theme,decision-making mechanism and responsibility evaluation,we should fill the gap in practice in the form of rules,regulations,laws and regulations,quantify the evaluation system and evaluation criteria of consultation results,and realize the purpose of "good governance of the people's congress,good advice of the CPPCC and good governance of the government" with the institutional impetus of consultative democracy;at the micro level,we should promote the modernization of national governance through consultative operation mechanism and through synergy opportunities.The system drives the modernization transformation of political parties,builds an all-round and three-dimensional system of deliberative democracy,realizes the linkage development of the system of deliberative democracy,and optimizes the overall cohesion mechanism among the state,society and grass-roots units.
