Research On The Operational Logic Of Rural Consultative Democracy In The New Era

How to advance rural governance in the new era? The report of the 18 th National Congress of the Communist Party of China clearly stated that "Improve the democratic system and working mechanism of consultation,and promote the broad,multi-layered and institutionalized development of consultation democracy." The "Three Communists" social governance pattern,and shifted its focus to the grassroots level,and promoted the "Three Communists" governance with consultation democracy as the link is an important content of socialist democratic political construction with Chinese characteristics.Rural governance requires the collaborative advancement of multiple subjects.Rural consultative democracy builds a "three communist" governance platform for political parties,governments,and society to promote rural democratic politics.Through consultation democratic system design and procedure norms,it guides the pluralistic subjects of rural villages to express their interests in an orderly manner.For everyone's affairs,we should discuss positive interactions,reach consensus on decision-making,and stimulate the internal motivation of villagers' self-government.So in the new era,how do diverse subjects advance the governance pattern of the “Three Communists” in the countryside through consultation and democracy? Responding to and answering this question requires an in-depth study of the development logic of rural consultative democracy.This article takes Yangling Village S and Village L as examples,observes the pluralistic co-governance practice of township government,village party branches,village committees,villagers and rural social organizations in rural consultative democracy,and theoretically summarizes the new era of rural consultative democracy Development logic.First,construct the development logic of rural consultation democracy from a theoretical level,mainly including the village party branch sticking to the people as the center to promote rural consultation democracy,the cooperation of township governments and village committees to promote the institutionalization of rural consultation democracy,villagers and rural social organizations to promote rural Democratization of the consultation system.Second,a case study of the logic of democratic development in rural consultation.By analyzing the background of democratic consultation and the mode of democratic consultation,it explores the collaborative relationship between township governments,village committees,village party branches,villagers,and rural social organizations.The democratic councils of villages and village L proposed the development characteristics of village consultation democracy.Third,it raises the problems in the development of democratic consultation in rural areas.It is mainly reflected in the organization and negotiation ability of the village party branch,the ability to control the negotiation process,the guarantee of the mechanism of the township government and the village committee,the practical consultation ability of the villagers,and the assistance and promotion of rural social organizations.Fourth,put forward the perfect countermeasures for democratic development of rural consultation.In summing up the problems in the practice of rural consultation democracy,the four aspects of strengthening the village party branch core leadership,strengthening the guarantee of the township government and the village committee,cultivating the villagers ' consultation capacity,and strengthening the construction of rural social organizations have proposed the improvement of rural consultation democracy.Development of logical countermeasures.The basic conclusion of the thesis research is: the development logic of rural consultative democracy from the perspective of the three-dimensional governance of political parties,government and society: village party branches play the guiding role of political leadership,adhere to the people as the center to promote rural consultative democracy;The township government plays a role of system regulation,and cooperates with the village committee to lead the programmatic and institutionalization of the democratic operation of rural consultation;villagers and rural social organizations play the main role of democratic participation and promote the democratization of the rural consultation system.
