Effective governance lays a foundation for rural revitalization.In 2018,the No.1document of the central government for the first time called for accelerating the modernization of rural governance system and capacity.The fourth plenary session of the 19th central committee of the communist party of China(CPC)focused on upholding and improving the socialist system with Chinese characteristics and promoting the modernization of the country’s governance system and governance capacity,providing guidance for the modernization of community-level governance in China,including rural governance.Rural governance is an important part of the national governance system.At the same time,rural governance is different from other areas and regions.We must be aware that the largest imbalance in our nation is the one between the cities and rural areas,and the biggest inadequacy is the one in rural areas.The shortcoming of modernization lies in rural areas.Without modernization of rural governance,there will be no modernization of agriculture and rural areas,nor modernization of the nation.The"New Era"is a distinctive feature of the modernization of rural governance.One important feature of the the new era is the transition of the main social contradiction,which requires the rurua governance to face both old and new probomes and challenges.In recent years,China’s rural society has gradually changed from relatively closed to open,the rural social structure has become increasingly differentiated,and the farmers’ideas have become increasingly diversified,making it more and more difficult for the traditional rural governance model to adapt to the requirements of continuous development under the new situation.The modernization of rural governance should be guided by Xi Jinping thought on socialism with Chinese characteristics for a new era,actively adapt to the development trend of modernization,and adhere to the self-transformation of diversified subjects under the arrangement of the institutional framework,so as to achieve sustainable development of rural political,economic,social,cultural and ecological progress and achieve good rural governance.This paper takes the New Era as the context for the study of rural governance,and expounds the significance of choosing this topic.Next this paper identifies the concept of the rural governance modernization which features socialization,legalization,professionalization and intelligentization,and streamlines the research results within the academic circle about the theory of rural governance and its modernization,followed by the introduction of the research layout,methodology,innovative ideas and some shortcomings.The first chapter mainly clarify the guiding principle for the rural governance modernization.on one hand,it takes in ideas from the classical Marxist philosophy,approaching the Marx and Engels’thought on the basic position of agriculture,farmers’cooperation and urban-rural integration as well as Lenin’s thought on rural Party building,farmers’rights and interests and agricultural modernization.On the other hand,this paper refines our Party’s ideas on rural practice and governance,especially Xi Jinping’s thoughts on rural construction and governance of socialism with Chinese characteristics for a new era,and regard it as the theoretical basis for the modernization of rural governance,so as to ensure the principles and directions to be adhered to in the modernization of rural governance.The second chapter is a historical review of the practice and experience of rural governance since the founding of the People’s Republic of China,which undergoes tortuous development,stable development and innovative development,with typical cases of rural governance practive in the fast years.Based on the practice,we conclude with some experience and enlightenment.The third chapter summarizes the useful experience of the United States,Japan and South Korea on the modernization of rural governance and its enlightenment to China,such as ensuring the balanced development of urban and rural areas,ensuring the socialized participation of governance bodies,and giving full play to the leading role of the government.The fourth chapter analyzes the new problems in the rural development and new challenges in the New Era,including the objective challenges such as social transition,imbalance of regional development,and land property right system reform and the change of social class as well as some internal problems inside the rural governance such as the weakening leadership of the party,the imperfect mechanism of the rural governance system,the defect of the rural governance system and the shortage of rural governance ability.The fifth chapter,led by the spirit of the fourth plenary session of the 19th central committee and the guidelines on strengthening and improving rural governance,puts forward the basic ideas of the modernization of rural governance in consideration of the problems and challenges,firstly specify the main principles that includes Party’s leadership,rural labor force and common prosperity,secondly build modern governance system from the perspective of perfecting the system of self-governance,social mechanism of social governance,integration of the rule of law and virtue,and co-investment of urban and rural governance,and thirdly comprehensively promote the ability of rural governance modernization by lifting people’s modern quality,applying modern governing means,strengthing property management ability and improving the ability of building modern small towns,so as to achieve good rural governance and rural revitalization,and lay a solid foundation for a stronger China.
