A man cannot progress without virtue,and a country cannot develop without morality.Morality is a kind of social ideology.With different historical period,the economic,political and cultural environment of society will be different,the citizen morality has different referent and citizen morality education will also have different content and method.But whatever social history changes,the good moral quality is the essence attribute and perpetual pursuit,public order and morality is the unremitting effort of social governance.The moral education has irreplaceable function for the entire moral level of society and national civilization development progress.Since 18th National Congress of the Communist Party of China,The CPC Central Committee with Comrade Xi Jinping at its core pays highly attention to citizen moral education,enhancing the citizen moral construction project a the core of strengthening citizen moral education to the important support and strategic height of national governance system and governance ability.With socialism with Chinese characteristics coming into new era,the people will have full expectation to the good life,but the moral construction field exists new contradiction and new problems.In order to comply with the new demand of new era,CPC Central Committee issued “Implementation of the New Era Citizen Moral Construction” in2019.Therefore,citizen moral education starts a new stage.Undoubtedly,studying the citizen moral education of new era has important realistic significance and age value for wholly constructing the modern powerful socialist nation and realize the Chinese dream of the great rejuvenation of the Chinese nation.The citizen moral education of new age has new connotation,and also has new demand of higher level.Starting from this point,this article will develop the discussion from 5 aspects.The first chapter mainly discusses the basic theory of citizen moral education.First of all,from the historical changes of citizen concept,the difference of concept between citizen and people,and location between citizen's legal role and moral character,we made the clarification and analysis;we differentiate through the historical changes of moral and different moral understanding between China and western countries;analyze the concepts and demand of citizen moral;connotation and feature of citizen moral education.Secondly,the development of citizen moral education at the new era is closely related to the changes of national situations in China,and is also closely related to the change of international environment.Nowadays,socialism with Chinese characteristics has been into new era,and major social contradictions have changed.Internationally,China is at the in the process of century changes,the international power is changing,China is gradually stepping into the center of world stage,it develops the Chinese power in the international governance and contributes the Chinese wisdom.Each generation has its own mission,and each generation has its own responsibility.The changes of historical position for citizen in the new era must mean taking on the new historical mission.Meanwhile,new era has new contradiction and new problems,which must put forward new demand for citizen moral education in the new era.Lastly,it has important significance for individual,society and country to analyze citizen moral education in the new era.Clarify the meaning construct basic theory,rationalizing the inner relationship is the logical starting point of theoretical study.The second chapter combs and summarizes the historical experiences and overseas reference of Chinese citizens' moral education.Based on the traditional culture,we summarize the moral education experiences among the long-term revolutionary practice and socialism with Chinese Characteristics;based on the reference of world civilization,from different historical development and cultural features,we select the most representative national study to educational experiences,and analyze the common and different place of citizen moral education each country formed by this.The comparison between ancient and modern,Chinese and foreign mutual authentic provides the experiences for citizen moral education in the new era.The chapter three is the challenge and the reason of challenge analysis of citizen moral education in the new era.The new era is facing the new challenge,the current citizen moral education is mainly facing the challenges of theory and practice.First is the theory difficulty about citizen moral education,the moral education is succession relations which we can not forget the origin and cannot ignore the external.The current theory system faces the traditional moral education realistic conversion is not in place,the citizen moral education theory of new era has some conflicts with outside thoughts as well as the current education theory cannot completely answer the problems of realistic life;secondly,the citizen moral education in the new era faces the contradiction from various aspects in practice,which mainly show the contradiction between individual interests demand and social responsibility,the contradiction between value-oriented unification and value-oriented diversification and contradiction between network moral and realistic life.There are three reasons causing these problems,that is,unbalance of the development and inadequate as a result of all the differences is the most fundamental reasons;the current shortage is the direct reason causing moral education mode;the unsound outer management mechanism of citizen moral education is its main reason.Analyzing and studying the current citizen moral education current situation,the reason why,is the pertinence and validity.The fourth chapter mainly discusses the guiding principle and main content of citizen moral education in the new era.The citizen moral education of new era needs to obey the virtue cultivation and institutional integration;The historical inheritance and realistic development can be connected effectively;the advanced nature and universality are complementing for each other.In accordance with the framework of“Ming Da De,Shou Gong De,Yan Si De”,it concretely clarifies the concrete contents of citizen moral education in the new era.What “Da De” establishes is direction and fundamental,which includes education of ideal conviction,and education content of patriotism and serving for the people;the morality includes social morality and professional ethics;private ethics include family virtue and individual morality.The chapter five explores the completeness of citizen moral education to realize path.The citizen moral education must fully combine internal generative mechanism and external management mechanism in complexity and long-term to form systematic effects.Citizen moral education should be high in seeking virtue and obey the law of moral formation to promote citizen virtue formed;keep under the end of humanity to rely on system law to eliminate being reckless;it depends on good environment outside to optimize the public opinion of environment management;the core is to insist the leader of party to make the organization and construction well,develop the overall situation and make it through.Only the whole layout and the joint efforts of whole country and society and each party has organic combination,sound interaction does the science effectively and healthily push the moral education of citizen in the new era to build up new patterns of citizen moral construction in the new era.
