Research On The Influence Of Government's Behavior On The Change Of Regional Industrial Structure In China

The change of regional industrial structure is not only the key factor to improve the quality of regional economic growth,but also has an important impact on the convergence of regional economic growth.For the late catch-up economy with imperfect market mechanism,the government's behavior is the key factor to exert the initial comparative advantage of the region,cultivate the dynamic comparative advantage and influence the industrial development and structural change.The difference of government behavior pattern is an important factor that causes the change of regional industrial structure and the differentiation of its growth effect.Therefore,it is of great significance to explore the mechanism of the influence of government's behavior on the changes of regional industrial structure and its growth effect,and to compare the regional differences in the path of changes,so as to resolve the unbalanced and inadequate contradictions in China's development.This paper focuses on the theoretical mechanism and empirical test of the government's behavior on the change of regional industrial structure and its growth effect.First of all,through the construction of a comprehensive evaluation system reflecting the characteristics,causes and impacts of regional industrial structure changes,this paper compares and analyzes the timing characteristics of China's regional industrial structure.Secondly,it analyzes the formation mechanism of the difference of government's behavior pattern and the influence mechanism of different patterns on the change of regional industrial structure and its growth effect.Thirdly,using the historical induction and empirical analysis method,we test the stage characteristics of the government's behavior on the change of regional industrial structure in China.From the perspective of factor replacement,technological innovation and industrial agglomeration,this paper studies the influence mechanism and difference of government behavior on regional industrial structure change.Finally,in view of the objective requirements of regional industrial structure changes in high-quality development stage,the paper puts forward policy suggestions to optimize government behavior and enhance government governance capacity.The results show that: firstly,China's regional factor endowment conditions and institutional environment continue to optimize and improve,the speed of regional industrial structure changes has slowed down,the quality of regional structure changes has been improving,and the contribution to growth has gradually emerged.And the higher the degree of reform and opening up,the higher the quality of industrial structure changes and the higher the contribution of growth.Secondly,the theoretical model shows that the differences of development stage and comparative advantage will lead to different government behavior patterns.The choice of government behavior mode has an important influence on income effect and relative price effect,which is an important reason for the path difference of regional industrial structure change.Thirdly,the lower the level of development,the stronger the influence of the government's behavior.The influence mechanism of the government's behavior on the speed of structural change in each region has significant stage change.The government behavior in the eastern region pays more attention to the quality of industrial structure transformation,while the central and western regions pay more attention to the upgrading of industrial structure caused by the scale expansion under the acceleration of industrial structure transformation.Fourthly,the lower the development stage and the degree of marketization,the greater the adverse impact of the government's behavior on the structural transformation of regional manufacturing industry,and the impact will be more significant with the reduction of the degree of distortion of the factor market.At the same time,the direct intervention of regional governments can promote the structural transformation of the service industry,and the administrative barriers to market entry have a negative impact on it,and the influence mechanism of government behavior on the structural transformation of the service industry through influencing factor market also has significant regional differences.Fifthly,although the government's scientific and technological support is conducive to the upgrading of regional industrial structure,ignoring the innovation vitality of regional enterprises and the export-oriented development mode has a negative impact on it.At the same time,FDI is an important factor to promote the total factor productivity.The higher the degree of openness,the stronger the promotion of FDI and innovation vitality of enterprises,and the better the level of collaborative upgrading of regional manufacturing industry and service industry.Sixthly,the lower the attraction of the regional infrastructure level to the industries with higher technology content,the stronger the promotion of its optimization to the industrial agglomeration in the regions with higher development level.Enterprise tax intensity and administrative market entry barriers are important factors to restrict regional industrial agglomeration.The influence of the level of government administration on industrial agglomeration will gradually increase with the development level.Seventhly,there is a certain spatial correlation between the level of regional development and the changes of industrial structure in China.The stage transformation of the spatial correlation of the development of each sector is an important factor that causes the fluctuation of regional economic development differences.At the same time,the central and western regions with strong local government intervention,the phenomenon of insufficient early industrialization is more serious,while the eastern regions with sufficient industrialization can more effectively promote economic growth.The main contributions of this paper are as follows: firstly,this paper refines the industrial structure,embeds the industrial structure of manufacturing industry and service industry into the theoretical analysis of the traditional three industrial structure changes,and analyzes the stage differences of the impact of industrial structure changes on economic growth.Secondly,different from the international comparative study of industrial structure changes,this paper focuses on the characteristics,causes and impact of regional industrial structure changes,which are more closely related to industrial production and market demand.Thirdly,according to the characteristics of the industrial structure change and institutional change of the late catch-up economy,based on the development goal constraints of the late catch-up economy,this paper systematically analyzes the mechanism of the impact of the government behavior of the late catch-up economy on the industrial structure change and its growth effect.
