Research On The Coordinated Development Between The Ethnic Rural Tourism And The New Rural Community

Relying on the unique natural and cultural resources,ethnic minority areas vigorously develop rural tourism which attracting a large number of domestic and foreign tourists.The ethnic rural tourism not only carry forward the culture of China's ethnic minorities,but also drive the income growth of local residents.The development of ethnic rural tourism has promoted the development of external development,the improvement of infrastructure,the development of basic public services,the cultivation of minority cadres and the development of industries with distinctive advantages and so on.And the ethinc rural tourism accelerated the accumulation of material capital and human capital in ethnic areas;promoted economic development,people's living standards and infrastructure development.Which also have strengthened the internal driving force for development in ethnic minority areas,helped them achieve the goal of strong agriculture,beautiful rural areas and rich farmers,and made great contributions to the building of a moderately prosperous society in all respects in ethnic minority areas.The theories and practice of modern social development have confirmed that the ethnic tourism and the new rural communities are symbiotic,co-prosperity,mutual assistance.The development of both is conducive to the development of infrastructure construction of ethnic rural communities;protect the ecological environment and create a good appearance of the village;develop the public services;conducive to the inheritance and protection of ethnic culture;adjust the local industrial structure,increase the community farmers income channels;promote the national identity and national autonomy of ethnic rural communities.The development of ethnic tourism also helps to broaden the vision of rural community residents,improve their ability and insight;improve the democratic governance of ethnic communities which lays a good foundation for building new rural communities and makes contributions to building harmonious ethnic communities.Ethnic tourism development and new rural community development belong to two different systems.What is the interaction between the two systems? How does it work? What is the path to achieve coordinated development?Therefore,this research takes the development of ethnic tourism and the development of new rural communities as the research object.The main content revolves around three questions: first,the analysis of the elements,interaction forces and mechanism of the coordinated development of ethnic tourism and new rural communities;second,the construction of the evaluation index system for the coordinated development of ethnic tourism and new rural communities;the third is the discussion on the problems and realization paths of the coordinated development of ethnic tourism and new rural communities in local Chinese practice.In addition to the introduction,the research is divided into six chapters and three parts.The first part includes an introduction and the chapter 1,which mainly carries out conceptual and theoretical analysis on the basis of sorting out the research status at home and abroad.Chapter 1 introduces the basic concepts and theories which define the concept,connotation and research significance of ethnic tourism and new rural communities.And which also pointed out that the theory of unbalanced development,the theory of tourism influence,theory of culture change the theory of community development,the game theory and the theory of coordinated development are applied in the research of ethnic tourism and the coordinated development of new rural communities.The second part consists of chapter 2,chapter 3 and chapters 4,which mainly construct the rating index system and carries out the demonstration research.Chapter 2 analyzes the relationship between national tourism and the coordinated development of new rural communities.From the four-element framework of "economy,society,culture and environment",chapter 2 points out that ethnic tourism provides security for the development of new rural communities,and the new rural communities are the driving force for the transformation and upgrading of ethnic tourism.Therefore,ethnic tourism and new rural communities interact with each other and form an action mechanism under the guidance of the coordinated development goal of tourism destination's cycle development,sustainable development and community strategy development.Chapter 3 constructs an evaluation index system for the coordinated development of ethnic tourism and new rural communities,mainly establishing an index system consisting of 6 criterion levels and 35 indicator levels.The criterion levels includ community infrastructure,community ecological environment,community public service facilities,community ethnic culture,community economic development and community governance.According to the expert opinion and point,the research used the entropy value calculation method i to determine the weight of each index.Then constructed a comprehensive evaluation model for the coordinated development of ethnic tourism and new rural communities and divided the coordinated development of ethnic tourism and new rural communities into five levels.Chapter 4 is the case study by the field investigation method which can deepen understand the specific situation of the case.Through interviews,questionnaires and a combination of qualitative and quantitative research,the research make a series statistical analysis with the status of the case and the corresponding causal relationship with the help of SPSS software.Such as strengthening infrastructure services and creating tourism-friendly communities;strengthen environmental protection and build beautiful and livable communities;to improve the public service system and build an ethnic community suitable for tourism;protect and inherit national culture to highlight the beauty of national culture;use rural tourism economy leading the way of community development;highlight the construction of community organizations,strengthen the governance of ethnic communities and so on.The third part is chapter 5 and chapter 6.Which is mainly from the theory to find solutions to the problem.The chapter 5 mainly sums up the factors influencing the coordinated development of the ethnic rural tourism and new rural communities from individual cases,and analyzes the positive and negative effects of the government,the self-organization of coordinated development management,tourism micro-enterprises,community residents and ethnic tourists.The chapter 6 proposes the five element coordinated development framework of "government-organization-micro-enterprisesresidential-tourists" to promote the coordinated development of the ethnic rural tourism and new rural communities.And which give some strategies to realize the coordinated development of the ethinc rural tourism and new rural communities from the government level to strengthen the infrastructure planning,strengthen the coordinated development of top-level design and security mechanism construction;from the organizational level to strengthen the collaborative development of self-organization construction;from the level of tourism micro-enterprises to build a collaborative development benefit driving mechanism;to encourage the development of new tourism professional farmers and strengthen the training of human capital of community residents;from the perspective of ethnic tourists strengthening the management and self-management.After analyzing the development elements,evaluation index system,influencing factors and development framework of the coordinated development of the ethnic rural tourism and new rural communities,this study give the main points of as follows.Firstly,the ethnic rural tourism and the new rural communities can achieve symbiosis and coprosperity.Secondly,which construct the evaluation index system,evaluation model and evaluation index for the coordinated development of the ethic rural tourism and new rural communities.And then get the synergetic index score which obtained from the perspective of subject and guest is different,when the score is in the same evaluation range,the synergetic development effect can be evaluated.Thirdly,which points out that the development mode of th ethnic rural tourism depends on the control of tourism resources.Under the effect of economic externality of tourism resources,the rural tourism development mode established by community residents is upgraded and developed into a micro-enterprise of rural tourism in ethnic areas,which becomes an influential factor of the ethnic rural tourism development.Fourth,which puts forward that the management of the coordinated development of the ethnic rural tourism and new rural communities plays an obvious role in self-organization,and the standardized system and effective supervision can ensure the coordinated development in an orderly way.Fifth,which pointed out that the development operating model to realize the coordinated development of the ethnic rural tourism and the new rural community that include the government,the collaborative management self-organization,community residents and tourists;and tourism miniature enterprise.In two game analysis,the government investment in infrastructure,the collaborative development of selforganization,community residents and tourism miniature enterprise additional investments,participation in tourism development,and attract national tourists pay a cost involved in the ethnic rural tourism.Sixth,which is put forward the five element coordinated development framework of "government-organization-micro-enterprisesresidential-tourists" and the corresponding policy recommendations to promote the coordinated development of the ethnic rural tourism and new rural communities.And which can provide reference for the relevant government departments to formulate the implementation countermeasures in the practice.
