Research Of B&R's Reshaping On International Development Cooperation

The Silk Road Economic Belt and the 21st-Century Maritime Silk Road(The Belt and Road,B&R)was proposed in 2013 by China as its national-level cooperation initiative.The enlarging development gap between countries and regions,the widening capability gap between great powers and small nations,and the increasing uncertainty in Sino-US relations constitute the background where the B&R fall on.For a long time,however,as the main way of international development cooperation,foreign aid has not played the role of promoting the construction of a fair and just international political and economic order and eliminating the development differences between countries and regions.Consequently,it is worth studying whether the B&R can narrow the development gap between countries and regions,and build a new type of international relations featuring fairness,justice,and win-win cooperation.Foreign aid's function of obtaining power and its function of promoting development are inseparable,however,both of those functions are limited by the quantity one foreign aid giver can offer and the lack of effective cooperation among different foreign aid givers as well as among foreign aid givers and foreign aid receivers.Furtherly,the rising of populism and the fierce competitions between great powers have reduced effectiveness of foreign aid's function of promoting development,and resulting a vicious cycle.Since the founding of the People's Republic of China,China has been helped developing countries to build and develop without any political conditions,which is also an important part of building a more equitable and just international political and economic order.Although China's foreign aid is different from Western foreign aid in terms of concept,mode and scope,China's foreign aid is not deviated from the category and mode of foreign aid in essence.In the past,affected by factors such as the international environment,China's own international political status and economic strength,China could only passively follow the Western-led development cooperation method of foreign aid as a participant.With the rise of China's comprehensive national power and changes in the international situation,it is necessary for China to propose a new cooperation framework to make positive contributions to promoting common development,promoting the construction of new international relations,and promoting the construction of a community with a shared future for mankind.The B&R is China's active choice to get rid of the difficulties in the field of foreign aid and to develop and lead a new type of international development cooperation.It has constructed the path of China's new type of international development cooperation from the three dimensions of “community of common destiny” and international morality,legal and political issues,relative and absolute benefits.Of course,in the process of advancing the B&R will inevitably face risks and challenges,including doubts about motivation and lack of capacity-building,which will also bring some political and economic risks to the co-construction of the B&R.In this regard,China should be good at turning “political issues” into “legal issues” and focusing on the relative benefits of major countries to address the challenges of motivation.At the same time,attention should be paid to mobilizing forces,including local governments and enterprises,and carrying out financial innovation to break through the difficulties faced by capabilities.The B&R is China's active exploration and practice of a new type of international development cooperation.It has rised aid recievers' international position,has reduced the competitions between aid givers,has increased foreign aid's attribution of promoting development,and has bring the aid recievers,aid givers,and foreign aid out of the forementioned vicious circle.The B&R also has inceased the ability of gathering resouces,has increased nations' capability of promoting development,and has freed aid givers from the position where them can't keep a balance between home development and aborad development.
