Research On The Development Of Agricultural International Cooperation In Yangling Demonstration Zone Under The Belt And Road Background

In 2013,President Xi Jinping first proposed to jointly build the "Silk Road Economic Belt" in Kazakhstan,which will gradually form a regional cooperation from point to point and from line to piece.In the same year,President Xi Jinping said in his speech to the Indonesian parliament that China is ready to strengthen maritime cooperation with asean countries and jointly build the 21 st century "Maritime Silk Road".At this point,the " Belt and Road " strategic concept was formally put forward and became the national strategy initiated by China and promoted by the Chinese government.Since 1997,when Chinese central government approved the establishment of Yangling Agricultural High-tech Industries Demonstration Zone,Yangling Demonstration Zone has been exploring arid and semi-arid areas in China's modern agricultural development path and mode,with "neighbourhood" all the way along the national sustained crop cultivation,water saving irrigation technology exchange and for introducing demonstration garden building and international cooperation and exchanges in agricultural science and technology is the important mode.However,the acceleration of the "One Belt And One Road" agricultural international cooperation and development in yangling demonstration zone involves many major issues,such as the establishment of cooperation platforms with the governments of relevant countries,the adjustment of international agricultural trade rules,the convergence of tax and insurance systems,and personnel security.This article comprehensively analyzes the present situation,the operating mechanism,organizational management,supporting policies and effects between Yangling Demonstration Zone and the " Belt and Road " countries in the modern agriculture international cooperation field.On the basis of reference of existing research results,from two aspects of theory and practice research on Yangling Demonstration Zone "around" characteristics,the development of modern agriculture of international cooperation,such as the problems to be settled urgently.The paper in Yangling Demonstration Zone in reviewing the background and process of the development of modern agriculture international cooperation,on the basis of the achievements and experience,combined with the given Yangling Demonstration Zone building state agricultural science and technology cooperation an important platform for international mission,analysis of Yangling Demonstration Zone "in" modern agriculture international cooperation system and mechanism,the demonstration role in driving the developing of the five aspects of the main problems.Finally,combined with the goal of building "Belt and Road" modern agriculture international cooperation center in Yangling Demonstration Zone.The paper puts forward countermeasures and Suggestions to promote the development of "Belt and Road" modern agriculture international cooperation in Yangling by improving the government's public service capacity and level,increasing policy guarantee and organizational guarantee and other measures.
