Research On The Poverty Alleviation Performance Of Village Tourism In Ethnic Minority Areas In The Upper Reaches Of The Minjiang River

China has scored a"complete victory"in its fight against poverty and achieved a moderately prosperous society in all respects in 2020.In the stage of targeted poverty alleviation since 2012,tourism poverty alleviation is an important path for poverty alleviations.This research focuses on the historical process of tourism poverty alleviation in the minority areas in the upper reaches of the Minjiang River,and through an empirical study on the performance of tourism poverty alleviation of typical case villages in the region,it provides empirical evidence that the ethnic minority area in the upper reaches of Minjiang River has achieved poverty alleviation as the whole country does.Through persistent efforts on tourism development and poverty relief,the infrastructure in that area has been significantly improved.The income of poor population has been increasing.According to the current standards,all ethnic villages in the upper reaches of Minjiang River have been lifted out of poverty.The development of tourism has changed the original local industrial structure,and the 3^rdindustry has progressively become the leading industry.At the same time,the local ecological environment and Tibetan and Qiang culture have been well protected.However,due to the special geological conditions and frequent disasters,the risk of poverty reoccurrence still exists.This paper focuses on the performance of tourism poverty alleviation in the upper reaches of Minjiang River.By reviewing,summarizing as well as objectively evaluating the poverty alleviation work in this area for decades,this paper aims at providing basic data,academic evidence and administrative reference for the comprehensive promotion of Rural Revitalization.Under the framework of targeted poverty alleviation strategy and policy system,it is arranged as follows:research background and recent research status in this area,literature review,filed study,focus group discussion,framework development,2^ndround investigation,key point breakthrough,and case study.The paper follows the procedure of“theory analysis,sample analysis and filed study”.Research background and contribution related to poverty alleviation tourism in rural ethnic minority areas is introduced in the first part.Literatures related to China's Rural Poverty Alleviation Policy and Related Discussions before the 18th National Congress of the CPC,President Xi Jinping's theory concerning issues of agriculture,countryside,and farmers such as Targeted Poverty Alleviation,Beautiful Countryside Construction,Two Mountains Theory,Rural Revitalization,Chinese Communist Party's Ethnic Group Policy and Theory,Anti-Poverty Theory,and performance theories are reviewed.The historical process,mechanism as well as operation mode of poverty alleviation tourism in rural ethnic minority areas is analyzed based on literature review and empirical research.Performance evaluation system of poverty alleviation tourism in rural ethnic minority areas is built based on both macro and micro level issues considering pollical,economic,social-cultural and ecological environment in ethnic areas of upper reach of Minjiang River.On the basis of reviewing poverty situation,tourism development,the process of poverty alleviation through tourism and poverty relief of the area,both macro and micro performance of tourism poverty alleviation are evaluated through by means of field survey,data collection and analytic hierarchy process.On the basis of a comprehensive evaluation,this paper analyzes the performance of tourism Poverty Alleviation under different tourism poverty alleviation modes by taking four typical tourism poverty alleviation villages in the area as examples,analyzing factors and existing problems which influence tourism poverty alleviation.Based on the results of performance evaluation and case study,this paper summarizes the beneficial experience of tourism poverty alleviation and implications which can help to consolidate the achievements of poverty alleviation,link to Rural Revitalization and prevent poverty reoccurrence,providing a reference for other ethnic minority areas.The main conclusions of this paper are as follows:first,tourism poverty alleviation is an important choice for ethnic minority areas in the upper reaches of Minjiang River,and it is an important experience for ethnic minority areas to relieve poverty.Poverty alleviation through village tourism has made great contributions in politics,economy,social development,cultural construction and ecological construction.Second,tourism poverty alleviation is an important path for the ethnic poverty-stricken areas,but it can't solve all the poverty issues in the area.The upgrading and integration of agricultural tourism,cultural tourism and business tourism industries,which driven by tourism,is an important condition for consolidating a well-off society in an all-round way and promoting rural revitalization and modernization.Third,adhering to the leadership of Chinese Communist Party and government's leading role in poverty alleviation,as well as in rural revitalization and modernization,at the same time,strengthening the development of new types of village collectives and rural governance at the community levelrural social governance.Fourth,land is an important capital for poverty relief,and the reform of property right system is a critical force to realize industrial integration.Fifth,rural tourism cooperative is an effective form to promote the scale of rural tourism,and it's also an important mode of poverty alleviation in rural tourism.Sixth,Facing COVID-19,the way to consolidate the poverty alleviation achievements,prevent poverty reoccurrence and connect with the Rural Revitalization is not only a major historical opportunity but also a challenge.The development of the area should be market-oriented,upholding the leadership of the party as well as the government,integrating the strength of the government,villagers,village communities,enterprises and others,judging the actual situation and development difficulties of the countryside scientifically.To ensure the smooth progress from“poverty alleviation”to“revitalization”,we should develop the post poverty observation period policy,strive for the policy and related support of key supporting counties in the observation period after poverty alleviation,build a scientific industrial system,strengthen the construction of infrastructure,strengthen talent cultivation and promoting employment,improve the efficiency of grass-roots organizations,strengthen the protection of ecological environment,strengthen the protection and inheritance of ethnic culture and develop a Rural Revitalization policy system.
