Research On The Coordination Degree Of Industrial Structure And Employment Structure In Hunan Province From The Perspective Of Policy Orientation

The coordinated development of industry and employment is not only a reasonable and efficient mapping of the resources allocation,but also an important indicator which measures the healthy and orderly operation of a region's economy.As an assistant to make up for the market failure,policy orientation plays an important role in the evolution of industrial structure and employment structure.Therefore,it is of great significance to analyze the coordination degree of regional industrial structure and employment structure from the perspective of policy orientation,and put forward the corresponding policy guidance suggestions to promote sustain and healthy development of regional economy.In recent years,the economic growth of Hunan province has a steady and better trend,but the low coordination degree problem of the industrial structure and employment structure still exists.Therefore,identifying the main factors that affect the coordinated development of industrial structure and employment structure,then guiding and regulating them with policy orientation is the key to achieve a new historic leap in regional economy.Based on the measure of coordination degree of industry and employment in Hunan province,Zhejiang Province,Beijing city and Shanghai city,Firstly,this paper uses correlation analysis to find the influencing factors of industry and employment coordination degree of Hunan Province and other cities.Secondly,analyse the impact strength of various factors by grey correlation model.Next use the rank of factors strength whose coordination degree is higher than Hunan's as the standard,contrast and analysis the sort of influence factors in Hunan province.Then analyse the current policy orientation of Hunan Province,which correspond to each influencing factor and result in the low coordination degree of the industrial structure and employment structure.From this,we draw the following conclusions: The opening policy orientation lacks objectives.The manpower policy orientation lacks the provisions.The technology policy orientation is weak in promoting innovation.And the consumption policy orientation is weak in promoting consumption development.Drawing on the experience of policy orientation in Shanghai,Beijing and Zhejiang province,at last,this paper,based on the resource endowment and the empirical analysis results of Hunan Province,has strengthened the policy orientationof Hunan,and provides reference to several aspects to enhance the coordination degree of industrial structure and employment structure: Perfect the policy of opening by leading in to foreign domination.Promote human policy by labor leading to mentality.Advocate science and technology policy from the traditional industry oriented to new industry oriented and strengthen the consumption policy by material consumption led to spiritual consumption leading type.To Promote healthy and coordinated development of industrial structure and employment structure in Hunan.
