It has been an essential strategic choice to promote human capital in order to win the international competitions at the age of multi-polarization and globalization. Human capital's pivotal function in process of the economy growth has been proved by the human capital theory and the economical development practice. Human capital is the essential element in the growing of regional economy so that the level of human capital in one area becomes one of the motives which determines the development of this area. The fundamental task is to promote social-economic development in minority regions in the new era. Human capital is the first capital for the long-term social-economic sustainable development. Human capital does not automatically generate and accumulate, nor does it automatically run more efficiently to produce a powerful social and economic development driving force.While turning potential productivity into real productivity, human capital must experience the process of operations such as investment, mobility, allocation and protection, each of which is full of uncertainty, so the whole process needs to be managed from the optimal using of human capital to establish the framework of accommodating policies.From the perspective of human capital operations, there are some problems in minority regions, such as deficient investment, irrational allocation, lacking of protection measures. They are main reasons for lack of talents, huge unemployment, increasing disadvantaged groups in minority regions. It is vital to speed up human capital operation in minority regions to narrow the gap and to strengthen the nation consciousness, civil consciousness, maintain stability and promote the national unification. It is also the only way to achieve leapfrog development and long-term stability.The dissertation is composed of the following six parts in detail:The first chapter, the introduction part, presents the research background and significance and summary of theories to lay the foundations for the study. It mainly reviews the theory of human capital theory at domestic and abroad, and research development of human capital operation, especially focuses on human capital study issues in the minority areas, and summarizes the result of theoretical research and empirical research results.The second chapter aims to present the key concepts and theories in this paper. First, several concepts are defined involved in this article. Second, relevant theories, like human capital theory, mechanism of human capital operation and theory of performance evaluation, are analyzed in details.The third chapter aims to discuss the particularity of human capital operation, historical evolution and special policies in ethnic minority regions. First, particularity of human capital operation in ethnic minority areas is introduced, from the perspective of stability, cultural heritage and international exchange. Second, characteristics of human capital in minority regions are reviewed historically, including blank, infancy, start-up and development stages. Finally, the special policies for human capital operation in ethnic minority regions are reviewed.The fourth chapter takes Xinjiang as an example to present the operating conditions of human capital operation in minority regions. The first part introduces Xinjiang's economic and social and cultural development respectively with the indexes of the economic growth conditions, changes in the industrial structure, income and living standards of internal and external trade the level of cooperation, social development, construction and personnel development. The second part presents the basic situation of human capital operation in Xinjiang, in terms of the total amount of human capital, the quality and structure. The third part analyzes the current situation of human capital investment, including the total amount, structure and efficiency. The fourth part analyzes the talent mobility and brain drain in Xinjiang by using the survey data. The final part analyzes the mechanism of human capital allocation and its effect as well as the current situation of human capital protection.The fifth chapter, the empirical part, attempts to evaluate the performance of human capital operation in Xinjiang, integrating the macro and micro data in statistical yearbooks. The human capital operation index system is constructed, based on previous studies, with indexes of education, research and development (R&D), health expenditure, and opening up, economic growth, and social stability, ethnic and cultural development. The principal component analysis is used in this study.The sixth chapter presents the strategies. Based on evidence of the human capital operation in minority regions, the overall blueprint, strategies plan and specific suggestions are put forward to promote the human capital operation and social-economic development in minority regions.
