With the evolution of major domestic contradictions in the new period,advancing the construction of a service-oriented government and optimizing the provision of public services have become reform guidelines from top-level design to grass-roots practice.The development of professional social work is particularly important to satisfy the growing demand for personalized and specialized social services.Professional supervision of social work is an important part of guaranteeing the quality of professional services.In recent years,while the number of professionals and posts in social work and the requirements for specialization have been increasing,the demand for social work supervision has surged.As the development of local social work supervision in China is still in the exploratory stage,the local adaptation of social work supervision knowledge as an "exported product",the practice space and professional duties of local social work supervisors,and the effectiveness of local social work supervision practices,etc.need to be explored urgently.Therefore,in the context of the lagging development of professional knowledge and the surging in professional demand,it is particularly necessary to explore the generation mechanism of local supervisors' competence.Based on the differences in the development path of social work supervision,this paper takes the social work supervision practice in Shenzhen and Xiamen as cases,and from the perspective of actors-situations,puts professional supervision in the local practice context where institutions,organizations and(supervisors)individuals are intertwined.The analysis is carried out to analyze main actors(supervisors)'competence produce process of the professional supervision practice in the dynamic and constantly intertwined game.The study found that under the interweaving of macro-institutional situations,meso-organizational situations,and micro-individual behavior situations,professional supervision practice has become a "flowing situational practice".In this process,the supervisor of the professional community mainly adopts"strategic practice logic",but this kind of practice logic further strengthens the formation of the normative requirements for supervision practice in the local context.At the ideal level,the supervisor and the supervised person expect and agree that there is a stable and relatively independent professional autonomy in the supervision process,which is as far as possible a pure professional relationship embedded in the professional space.But in reality,local rules expand the professional relationship between supervisors and social workers into multilateral situational relationships in the workplace,so the supervisors strategically adopt supervision behaviors based on the embedded context.In the process of balancing "ideal" and "reality",local social work supervision practice has generated situational competence between traditional competence and professional competence,that is the interactive product between professional practices and local situational rules.The main purpose of situational competence is to adapt to the situation.Professional practitioners strategically take corresponding actions according to the embedded situation,and form a situational convenience practice phenomenon with distinctive features in localized supervision issues.The emergence of situational competence and the corresponding consequences,on the one hand,highlight the common shortcomings of imperfect domestic supervision mechanisms and unclear roles of supervisors.And on the other hand,that inspire researchers to shift the exploration of professional competencies in the field of "helping people" from a "result perspective" to a "process perspective",in order to achieve an effective connection between professional knowledge and practice in a changing practice environment.
