Intervention Strategy Of Professional Supervision In Social Work For Venture Philanthropy Projects

The concept of venture philanthropy was initiated by John Rockefeller III in 1969 in the United States and was introduced in 2006 to China,where it was first developed in such coastal areas as Shanghai and Guangzhou and then gradually spread to the inland areas.In recent years,and especially during the transformation of government functions,venture philanthropy has attracted the attention and received the support of governments at all levels thanks to this working mode’s advantage of making rapid response and achieving flexible operation and its capability of making up for the deficiency of the government and market in public services.However,the service effects of venture philanthropy are not satisfactory due to immature development of its supervision mode,and especially low professionalism of initial-stage social organizations during project execution.Therefore,effective intervention of professional supervision in social work has been attached increasing importance,to enable professional supervision in social work to play its role in aspects as project personnel training,professional project operation as well as project organization and management.This research targets at the intervention strategy of professional supervision in social work for venture philanthropy projects to have a discussion on such aspects as venture philanthropy project,professional supervision in social work and intervention strategy.In this paper,project X undertaken by social organization M under 2020 venture philanthropy program of Bureau of Civil Affairs of Qingdao West Coast New Area is utilized as the research target;the qualitative research method is conducted,and the semi-structured interview and observation techniques are adopted during data collection.The basic situation of project X and the project-related initial-stage social organization are considered as the point of penetration,and the requirements on professional supervision for venture philanthropy projects are taken as the point of departure.The intervention process of professional supervision in social work is described,and its super vision effects and problems are analyzed.Professional supervision is found to play the role of positively promoting project operation,project personnel development and social organization development,but have such problems as lagging behind project execution,lacking diverse supervision bodies and supervision regulations.Finally,an intervention strategy for professional supervision in social work is proposed for venture philanthropy projects.First,mind shift should be promoted to build a community among the supervision bodies,projects and social organizations.Second,professionalism should be prioritized to promote capability improvement of the projects,project personnel and social organizations.Third,multiple-dimension coordination should be conducted to promote effective matching between the venture philanthropy projects and local resources.Fourth,policy guidance should be provided to issue regulations on professional supervision for venture philanthropy projects;Fifth,capacity building should be conducted to cultivate professional supervision personnel for social work.
