The national vocational education digital teaching resource warehouse project is an important part of Chinese vocational education digitalize construction and an important support for the modernization of Chinese vocational education.It was started to built as early as 2007 and officially launched in 2010.With the high speed development of vocational education in the past ten years,especially the high speed development of higher vocational education,the teaching resource warehouse has witness its development process from small to large.However,after the construction period was successfully finished,there are difficulties in deploying resources into vocational educational classroom.For vocational college teachers,they denied to use these digital teaching resource in their own teaching,which is quite different as originally planned.In order to solve these problems,this study assumes that the failure of teachers not effectively shared in the governance,is an important reason for these dilemmas.Therefore,focusing on the teacher shared governance problem,this study explorers to solve the following three research questions: First,how should teachers shared governance in vocational education professional teaching resource database ? Second,in the field of teachers shared governance in national vocational education digital teaching resource warehouse,how wide is the gap between what happen in real practise and what should be ? The third is how to take corresponding measures to allow teachers to effectively participate in the management of Vocational Educational Digital Teaching Resource Warehouse,and comprehensively improve the quality of the create and use of the teaching resource in Digital Teaching Resource Warehouse.Based on the logical starting point of encouraging teachers to participate in the governance of vocational education digital teaching resource warehouse,this study follows the analytical phases of "proposing problems-analyzing problems-solving problems".By using political economics theory,information technology theory and vocational education theory,etc.,this study explores the theoretical framework,practical status,and reform strategies for teachers shared governance in vocational education digital teaching resource warehouse,with the comprehensive use of literature research methods,historical research methods,case research methods,and comparative research methods from an interdisciplinary perspective.First of all,it constructs a appropriate framework for teachers to shared governance in vocational education digital teaching resource warehouse.From the multiple stakeholders participating in vocational education digital teaching resource warehouse,this study select the three most influential stakeholders,such as the management department,the technical team and the teacher group,which relatively equals from the organizational structure in the perspective of political economy,the technical interaction in the perspective of information technology and the collaboration with teachers in the perspective of the practical community.The three levels of constitute from proper "ideal scale" in theory framework.Secondly,it explores the actual situation of teachers shared governance in vocational education digital teaching resource warehouse.At the macro level,through policy analysis and relevant big data of the national vocational education digital teaching resource warehouse Monitoring Platform,the development process and the current status of teacher shared governance are analyzed;at the micro level,Wuxi Vocational and Technical College is selected as a case study,the teaching resource warehouse of CNC technology specialty is analyzed in depth.From the micro perspective of typical schools,typical majors,and typical projects,the evolution of teacher shared governance at three different levels is deeply dissected.Thirdly,it analyzes the practical problems of teacher shared governance of teaching resources in vocational education.Focus on encouraging teacher shared governance from three different levels of organizational structure,technical interaction and teacher collaboration,this study analyzes the issues of organizational conflict,technical conflict and collaboration in vocational education digital teaching resource warehouse.Finally,countermeasures and suggestions are put forward to solve the problem of teacher shared governance vocational education digital teaching resource warehouse.In order to effectively solve this problem,on the one hand,this study has obtained useful experience and enlightenment for the promotion of teacher shared governance from the development process of German vocational education digital resources projects through comparative reference.On the other hand,based on Chinese national conditions,the basic framework and guarantee mechanism of teacher shared governance vocational education digital teaching resource warehouse are constructed,and the reform strategy of vocational education digital teaching resource warehouse is proposed.Through the research and exploration of the above four aspects,this study draws the following conclusions: Firstly,multiple stakeholders and joint governance are the important foundations for the development of the teaching resource warehouse of vocational education.Secondly,technical interaction and service to teaching are important supports for the development of the teaching resource warehouse.Thirdly,teacher participation,jointly construction and sharing are the key measures for the development and reform of the teaching resource warehouse.Fourth,strengthening supervision and co-governance quality is an important guarantee for the development of the teaching resource warehouse.The basic rules of this study to determine the core issues of the study,are problem-oriented and practice-oriented.The main research contributions are as follows: Firstly,based on the assumption that teacher shared governance,the reform direction to solve the problems of the construction and development of teaching resources warehouse is proposed.This study clearly pointed out that teachers should not be absent during the process of vocational education digitalize.Insufficient teacher participation is the main reason for the current difficulty of the deploying of vocational education digital teaching resource warehouse.Secondly,from the interdisciplinary perspective of political economics,information technology and vocational education,the theoretical horizon of research on the teaching resource of vocational education is expanded.This research focuses on how to encourage teacher shared governance of vocational education digital teaching resource warehouse;in theoretical exploration,based on the organization structure theory,technology interaction theory and practical community theory,in-depth analysis encountered in practice difficulties and conflicts of digital teaching resource warehouse,and build a theoretical analysis framework that encourages teacher shared governance of Digital Teaching Resource Warehouse.Thirdly,the "macro + micro",point-and-face combination method has enriched the practical paradigm of vocational education digital teaching resource warehouse research.In terms of research methods,combining theoretical research and practical exploration,integrating macro-analysis and micro-analysis,integrating international perspectives with local construction,analyzing existing practice with a theoretical framework,and then proposing reform strategies based on practice can both further Enriching the theory and better reforming practice.This study has indicated the direction of reform for the sustainable development of vocational education digital teaching resource warehouse.
