Since the 19th century,social science has been separated from the natural sciences and become an independent discipline system.From the date of birth,social science has an important task of studying human social phenomena and development laws.Universities as an important position for social science research,university teachers in social science naturally become the main carrier of social science research.Therefore,the author explored the problem of assessment system of scientific research performance of university teachers in social science for the first time,the four aspects as the research content,including:concept definition,empirical research,comparative research,system construction,and the in-depth study was conducted with in-depthinterview and case study and comparative research and key performance indicator and analytic hierarchy process,to solve the problem that assessment system of scientific research performance of Chinese university teachers in social science and humanities confused.It is not only conducive to improving the effectiveness of scientific research management,more conducive to stimulate the scientific research potential of social science teachers in universities,and promote the development of social science in China.This study defined the core concepts of the assessment system of scientific research performance of university teachers in social science,on the basis of the special attributes of social science,including that the purpose of research is social,the research object is complex,the research method is practical and the research result is epoch,and in order to establish a perfect assessment system of scientific research performance of university teachers in social science,this paper uses the historical analysis method to sort out the historical evolution of the scientific research performance assessment system of the social science teachers in our country.Then through the empirical research,this study found that there are many problems in the scientific research performance assessment system of social science teachers in our country,including the following:lack of academic power and the offside of administrative power in the assessment subject;Focus on the assessment of scientific research output and neglect of the assessment of scientific research input of social science teachers in universities;There are differences between the purpose of assessment and the actual effect;The prevalence of "quantitative" assessment does not match the special attributes of social science;The lack of oversight,appeals and accountability leads to the fact that the impartiality of assessment results is difficult to guarantee.Therefore,this study analyzed and compared and referenced the assessment system of scientific research performance of social science teachers in universities in UK and US in view of these existing problems and using comparative research method.The academic contribution of this study is also reflected in:on the basis of performance management theory,economic efficiency theory,process incentive theory,and starting from the six factors,namely assessment subject,assessment object,assessment purpose,assessment criteria,assessment methods and assessment system to construct the assessment system of scientific research performance of Chinese university teachers in social science.Among them,the assessment subj ect including academic community,academic institutions,social audiences,governments at all levels and scientific research management departments and third-party assessment agencies,the power distribution of them is clear.The assessment obj ect including scientific research,influence,scientific research ability.The assessment purpose is to follow the basic principles of "academic freedom" and pursue "quality excellence" and realize the"Pareto optimal".The author believes that the information service needed for resource allocation in universities is the direct purpose,to stimulate the teachers' scientific research potential and encourage high-quality scientific research output,contribute to social development as an indirect purpose.The assessment criteria adhere to the quality-oriented assessment index design and distribution of weight.The assessment method using "expert review" as the leading,"data measurement" as a supplementary.The assessment system including the establishment and improvement of the avoidance system,the assessment procedure system,assessment cycle system,the public participation system,the supervision,the complaint and the accountability system and the third party independent assessment system.The conclusion of this study is as follows:First,assessment system of scientific research performance of university teachers in social science should be established to reflect the special attributes of social science;Second,the empirical study found that there are many problems to be solved in the assessment system of scientific research performance of Chinese university teachers in social science;Thirdly,the research shows that many experiences from UK and US can be used for reference;Fourth,the research noted should be based on the six elements of performance evaluation to construct the assessment system of scientific research performance of Chinese university teachers in social science;Fifth,the research shows that the quality of the paper and the application of scientific research achievements in the assessment index system of scientific research performance of university teachers in social science occupied the highest weight.
