| Performance Management is highly and strategically regarded as the core part of human resources management. Performance Assessment (PA) is an important part of Performance Management. PA has been an effective method of assessing staff performance and formulating motivational pay system in human resources management in many enterprises at home and abroad. PA has gained a lot of valuable experience. It is feasible to introduce corporate performance assessment theory and method into the practice of the personnel system reform at Highter Educational Institutes (HEI). The theory aims at rational allocation of interest and effective motivation of the faculty by means of PA. It deepens the reform of personnel system at HEI.This paper studies the theories related to PA and explains its significance, purposes, classification, Procedures and methods. Firstly, it talks about the misconception of the performance assessment of the faculty. Then it discusses the application in the reform of personnel system at HEI in three aspects. One of them is the target of recruitment in the reform of personnel system. It further analyzes the problems existing in the recruitment system at HEI, advances proposals and measures for reform. The second one is the performance pay as the breakthrough point in the reform of pay system, It expounds the significance and function of performance pay and suggests specific measures concerning the reform of pay system in the form of performance pay as its crucial part at HEI. The last one is the design of the system of PA index in the reform of personnel system at HEI. It also analyzes the problems existing in the prevailing faculty performance assessment system, discusses the principles stipulating the facully performance assessment index, clarifies the way of designing the faculty performance assessment system and introduces the actual design of the system. The paper finally puts forward proposals regarding the deepening of the personnel system reform at some Polytechnic, using the example of the college is tiral operation of recruiting staff in the personnel system reform.The paper ends by summarizing the main points and introducing metheods of applying the faculty performance assessment at HEI. |
