With the globalization of economy competition and the arrival of knowledge-based economy, the more and more importance of talent resources reasonable exploitation and utilization status, the human resources management has become the core competitiveness of the competitive advantage. For institutions, especially college or university, faculties'management has its particularity and complexity, and has the research significance. This article, based on the university and college faculty as the research object, through the analysis of the faculty performance assessment system, in combination with the related theories of performance assessment and methods, establishes effective performance assessment system, offers relevant policy suggestions and safeguard measures to improve the effectiveness of performance assessment system. This paper has some important strategic significance on establishing university scientific and human resource management system, to attract talents, retain talents, and makes full use of talents, to realize the development of the performance assessment and management, to improve the core competitiveness of universities.This article, mainly through the review of the current research status in and out of China as the reference basis, and related performance evaluation of basic theories and methods as the theoretical guidance for the whole paper, on the basis of whose, briefly introduces and discusses the basic situation and the existing problems of domestic university faculty assessment, and gives empirical study on the case of Harbin Engineering University, and its basic condition analysis, etc. As the core part of this paper, faculty assessment system construction of Harbin Engineering University, gives the qualitative and quantitative analysis from the design principle, the evaluation index system frame, to evaluation factors, to ensure its scientific and realistic significance. In addition, in view of the analysis of the university faculty performance fuzzy comprehensive evaluation, and considering the problem of Harbin engineering university, this paper puts forward some relevant measures and policy suggestions of university faculty performance assessment system. Finally, reviewing university faculty performance problems and putting forward the corresponding reflection and conclusion to be good for the higher education reform and college or university faculties'team construction.
