The new era has put forward new requirements for the cause of education.The newly built compulsory education schools in cities are an important part of compulsory education in China,and an important carrier to guarantee the right of school-age children to receive education in the process of urbanization.They undertake a major mission in the development process of people's growing needs for a better life.Teachers are the organizers and actors of school education and teaching activities,and the most direct practitioners of the ideal of education equity.The construction of teacher team is the basic work of education development.As the key educational resources,the quantity and quality of teachers are the important reference index to measure education equity,and the important force to run the people's satisfactory education.In the context of new urbanization,teacher team construction in the newly built compulsory education schools in cities is not only related to the balanced development of regional compulsory education and the improvement of compulsory education quality,so as to run a satisfactory education for the people,but also to the promotion of regional economic and social development.What are the practical problems of teacher team construction in the newly built compulsory education schools in cities? What are the causes of these problems? What effective governance countermeasures should be taken to solve these problems? This paper carries out research with the inquiry of these questions,which not only expects to have a deeper understanding of teacher team construction in the newly built urban compulsory education schools in theory,but also looks forward to providing realistic reference for the governance of the practical problems of teacher team construction in the newly built compulsory education schools in cities.The paper selected six newly built compulsory education schools in City C as the research sample,and on the basis of combing and analyzing the relevant literature at home and abroad,combined with the interview results,identified five dimensions of the total number of teachers,stability,structure,quality and professional development of teachers and corresponding observation points,and compiled the interview outline and questionnaire,conducted in-depth interviews with the principals of the sample schools,and conducted a questionnaire survey on the teachers of the sample schools.In order to gain a more comprehensive understanding of the reality of the problem,and to explore the common problems,differences and specificities between new and non-new compulsory education schools in the cities,a questionnaire survey was carried out among teachers in three randomly selected non-new compulsory education schools in the cities.The study finds that there are five practical problems in teacher team construction in the newly built compulsory education schools in cities,such as insufficient number of teachers,unbalanced structures of teacher team,overall low quality of teachers,severe loss of teachers,and lagging teacher professional development,i.e.a shortage of teachers,disproportionate teacher team structures,a lack of teaching theories and skills,difficulties in retaining teachers and slow teacher professional development.The problems in these five aspects have restricted the professional development of teachers and the improvement of the quality of teachers in the newly built compulsory education schools in cities,and make the sound development of the newly built compulsory education schools in cities lag behind.Further analysis shows that the root causes of these problems lie in the restrictions of “offside” or “absence” of government management on teacher team construction,the constraints of the lack of incentive measures and relevant systems on teacher team construction,and the challenges of the diversity of students' quality and the complexity of students' family backgrounds to teacher team construction.On the whole,the problems of teacher team construction in the newly built compulsory education schools in cities are the problems of cooperative governance of the responsibilities and authorities of government,principals,teachers and other key stakeholders.In order to effectively solve the practical problems faced by teacher team construction in the newly built compulsory education schools,we need to start with balancing the relationship between government,schools and individual teachers,reorient governmental responsibilities,restore the principals' functions,innovate teachers' professional development pathway,promote cooperative governance of multiple stakeholders,and further stimulate the internal motivation and vitality of teacher team in the newly built compulsory education schools in cities.
