Compulsory education plays a fundamental,guiding and overarching role in the development of all undertakings of the country.China has made some achievements in compulsory education for a long time,but there are still many problems.One of the most prominent problem is the unbalanced compulsory education resources allocation,and as the first element,affecting the quality of compulsory education school teachers gap has become the key of balanced development of compulsory education,so strengthening local compulsory education teachers flow management is the need to improve the quality of compulsory education in our country,is the need of deepening the reform of personnel system of compulsory education,is the need of the rational flow of trained personnel to promote the compulsory education.In this paper it 10 public primary and secondary school teachers in compulsory education stage as the object of this study,based on the theory of social mobility,the human capital theory and education equity theory such as guidance,through the questionnaire survey,interview and so on the way it compulsory education stage teacher flow research analysis,thought the compulsory education stage teacher flow unidirectional power flow is frequent,middle-aged and young teachers and teachers of higher fickle kinds;There is an obvious gap between urban and rural teaching staff,especially in rural teaching areas.The system of teacher rotation is a mere formality with low feasibility.The main characteristics of the subject flow are frequent and random.At the same time,it is found that the main reasons affecting the flow of teachers are the lack of standardized flow policies and systems.There are obvious differences in welfare and infrastructure,backward school management and insufficient attention to teachers' professional happiness.Therefore,teachers' management should be strengthened and the floating system should be gradually improved.Increase the investment in education and improve the treatment of teachers;Management people-oriented,improve teachers' happiness,etc.
