Since the beginning of the 21 st century,school-based curriculum development has become a hot issue in the new round of basic education curriculum reform in China.After more than ten years of theoretical research and practical exploration,it has achieved fruitful research and practical results,which has effectively promoted the prosperity and development of China's primary and secondary school curriculum,which improved the situation of singular development of school curriculum in the past.When reviewing and summarizing the practice status quo of the development of school-based curriculum in primary and secondary schools in China,the problem of “large quantity,low quality and poor efficiency” still exists.Therefore,it has become an urgent problem to be solved in China's current and future basic education curriculum that how to improve the quality of school-based curriculum development,enhance the teachers' ability of curriculum development,and promote the students' core competences on self-literacy and learning-literacy.This study systematically analyzes and expounds the connotation and characteristics of PDCA model theory,as well as the design and application in the field of school-based curriculum development,meanwhile,explains the evaluation standard,procedure and method of school-based curriculum quality improvement.Based on PDCA model theory,takes the development and implementation of the school-based curriculum of rope skipping exercise in L primary school as a case,and uses the literature method,case study method,survey method,observation method,etc.,to takes the strategy of improving the quality of school-based curriculum development of rope skipping as the research object,explores effective strategies to improve the quality of the development of the school-based curriculum in the four steps,curriculum planning,implementation,evaluation,improvement,based on the three aspects of the development scope of school-based curriculum of rope skipping exercise,that is,the school-based curriculum development of school rope skipping at the macro level,the development of the unit curriculum at the meso level,and the rope skipping classroom teaching at the micro level.The results of this study are divided into four stages,Curriculum Planning stage(PLAN),Curriculum Implementation stage(DO),Course Evaluation stage(CHECK),Course Improvement stage(ACTION).Curriculum Planning stage(PLAN),which involves two major aspects: that the quality of curriculum development work and the quality of curriculum text content.One of them is improving the quality of curriculum development is a prerequisite,and the quality improvement strategy includes the following five aspects,firstly,establish a research team with complementary advantages to enhance the strength of the research;secondly,enhance the awareness of team research,and improve the ability of team cooperation;thirdly,establish the operation mechanism of quality improvement and continuously improve the development quality of the Plan;fourthly,strengthen the curriculum review system and improve the quality of the review of the Plan;fifthly,increase the development time to ensure the content quality of the Plan.The other one is to improve the quality of the text content of the Plan,which is the basis for improving the quality of curriculum implementation,includes the following six aspects: firstly,clear the curriculum development concept and the curriculum design ideas;secondly,construct the target system of skipping course based on the core accomplishment of sports;thirdly,construct the content system of rope skipping based on the foundation and development,fourthly,take reform and innovation as the driving force to improve the quality of curriculum implementation;fifthly,clear the standard of curriculum evaluation and implement the multiple evaluation methods;sixthly,establish curriculum management mechanism to ensure the quality and effect of curriculum implementation.Curriculum Implementation stage(DO).The quality improvement strategy includes the following four aspects: firstly,establish a teachers community to improve the quality of unit teaching;secondly,strengthen school-based teaching and research efforts to cultivate teachers' craftsmanship;thirdly,take action research as the path to continuously improve the quality of unit teaching;fourthly,take the class teaching reform as the core,and promotes the unit teaching quality systematically.Course Evaluation stage(CHECK)includes the following two aspects,on the one hand is to establish a quality control system.Specifically,firstly,establish a supervisory organization mechanism and define the division of responsibilities;secondly,clear inspection process and collect comprehensive information;thirdly,establish inspection system and strengthen process monitoring.On the other hand is to strengthen the quality evaluation of curriculum implementation results.Specifically,firstly,establish the operation mechanism of improving the quality of course evaluation and improve the scientific nature of the evaluation content;secondly,adopt various evaluation methods to comprehensively evaluate the development of students' physical literacy,;thirdly,use various evaluation methods to evaluate the teachers' curriculum development ability.Course Improvement stage(ACTION),which mainly involves the following two aspects: one is to summarize the promotion results.The other one is to optimize the improvement measures.This study draws the following conclusions: Firstly,the quality improvement of school-based curriculum development is a process of systematic promotion,interlocking and ladder ascending.Secondly,teachers' curriculum development ability is the key to improve the quality of school-based curriculum development.Thirdly,action research is an effective method to improve the quality of school-based curriculum development.Fourthly,curriculum review system is an important guarantee for improving the quality of school-based curriculum development.Through summarization and reflection,it puts forward the topics that require further research in the future,the first is to use the PDCA model theory to strengthen the research on the quality management system of school-based curriculum development,the second is to improve the research on the quality improvement mechanism of school-based curriculum development based on the PDCA model theory,the third is to use PDCA model to strengthen the research on the improvement strategy of teachers' school-based curriculum development ability.
