The research demonstrates the necessity of school-based curriculum development's management through three angles: theory, policy and reality , during the new curriculum reform.The research adopts investigation by questionnaire and inquires method, researching some middle schools of Guangdong. The results prove that middle schools are very lack of the school-based curriculum development management, which reflect some facts that the organization and system of school can't keep up with the school-based curriculum development; that the schools are lack of the encouragement to staffs who join the school-based curriculum development; that the rights of school-based curriculum development's management aren't distributed properly between the headmaster and the teacher.According to rights distribution between the headmaster and the teacher, the research sum up the model of school-based curriculum development's management, including the "controlling model", "proper independence model", "indulging model", "controlling model" shows that the headmaster and other administrators control the majority rights of school-based curriculum development, "indulging model" shows that the administrators don't attach importance of the school-based curriculum development. However, "proper independence model" is a perfect model, which settles the relationship between the independence of teacher and the controlling of headmaster.The research suggests some management tactics. They are(l)setting the school-based curriculum development organization;(2)forming the school-based curriculum development system; (3) encouraging the teacher who join the development;(4) accepting the support of community parents and students;(5) distributing the resources;(6)evaluating the school-based curriculum development timely.
