Innovation-driven development strategy has been proposed and carried out by Chinese central committee since the Third Plenary Session of the 18 th CPC Central Committee.As the principal force of national innovation-driven strategy,the research competitiveness and talent training ability of universities greatly reflect the science and technology innovation ability of a nation or a region.The systematic research and the scientific evaluation of university science and technology innovation ability could provide scientific foundation of strategic decision for government and related departments,and form the new industrial-learning-research model among universities,companies and public or research institutions,which offers better condition for university scientific activities to enhance the economic and social development of our country and regions.The evaluation of university science and technology innovation ability is a systematic project,which involves elements including evaluation index system and evaluation methodology,and a systematic perspective will be in demand when operating the comprehensive evaluation to its ability.From the perspective of systematic philosophy,this research aims to evaluate and analyse the university scientific and technology ability with the methodology of systematic philosophy on the basis of systematic elements,framework and function,which takes Marxism science and technology thought and Xi’s thought of new era socialism with Chinese characters as guide.The conduction of this empirical research takes science and technology innovation ability of universities in Inner Mongolia as the object and content of research,follows the rules of guidance quality,systematic integrity,practical maneuverability,dynamic continuity and scientific measurability,utilizes works home and abroad,and forms evaluation system of Inner Mongolia university scientific and technology ability.The evaluation system has three aspects of investment,procedure and performance involved including six secondary indexes and forty four third indexes,which adopts the method of combination weights and determines the weight of the different evaluating indicators with the weight synthesis of entropy method and analytical hierarchy process.This research aims to propose the countermeasures for the further development of science and technology ability in universities of Inner Mongolia thorough in-depth analysis to factors and indexes of science and technology innovation in universities of Inner Mongolia with the methodology of TOPSIS.There are five chapters with the exception of induction and conclusion.In chapter one,it elaborates the connotation and the theoretical basis of scientific technology innovation.Chapter one mainly presents the theoretical basis,which discusses the inherent necessity of evaluation of university scientific technology ability taking Marxism science technology thought and Xi’s new era socialism with Chinese characters as guide with the methodology of system theory,the systematic philosophy and the overall evaluation theory of technology innovation.In chapter two,it analyses and researches current situation of evaluation of university science and technology innovation ability,Chapter two mainly focuses on the development of universities scientific technology innovation ability and its evaluation status,including the explicit problems and stealthy requirements,and proposes the objective demand to the evaluation system.In chapter three,it focuses on the systematic building of the evaluation system of universities scientific technology innovation ability.Chapter three is mainly about the building of evaluation system,its features,basic content,construction category,evaluation methodology and the systematic process of university scientific technology innovation evaluation,which provides the basic conditions for this empirical research.In chapter four,it is the empirical research to the university scientific technology innovation ability from the perspective of systematic philosophy taking universities in Inner Mongolia as the example.According to the results of empirical analysis and after the overall evaluation of the selected innovation factors,it is accepted that there are the following problems: the overall performance of the scientific technology innovation ability in 15 universities in Inner Mongolia stands at the lower and the different level.There are many different problems rising in investment,procedure and performance,which has significant impact on the technology innovation.Chapter five aims at solving the above common problems after analysis and proposes specific countermeasures to enhance and improve the scientific technology innovation ability from the perspectives of reconstruction of element,structure and function. |
