Innovation is the soul of the nation's progress,is an inexhaustible motive force for the prosperity of the country. Increase the capacity of scientific and technological innovation has a bearing on the country's strategic interests and security,economic growth has a bearing on the quality and effectiveness of sustainable development has a bearing on the ability and stamina. With the knowledge economy era,China's scientific and technological innovation task,especially in knowledge and innovation more and more burden onto colleges and universities to fall,institutions of higher learning is fast becoming the main force of China's scientific and technological innovation. Scientific and technological innovation ability and development of colleges and universities has become a competitive advantage in key institutions of higher learning how to improve the scientific and technological innovation ability of China's scientific and technological innovation capability. College of Higher Education as a scientific and technological innovation capability to assess an important part of the technology sector has been caused at home and abroad,attaches great importance to the education sector.In the process of the theory study,to the concept of this article as a starting point,the definition of related concepts. In theory and research methods,the combination of theory related to the recall,compared with the representative figures of the foreign point of view,the analysis of domestic and international overview of the theory and evaluation methods,reference refining the results of research and research ideas.Construction of the assessment system,through scientific and technological innovation ability of colleges and universities measure and assess the selection from the main body of the object,as well as the nature of the relationship between the starting point analysis of the College of scientific and technological innovation capability between subject and object elements of the logical relationship between the assessment of the reconstruction model.An Empirical Study,to scientific and technological innovation ability of colleges and universities in Hunan Province as a case study,through the establishment of AHP evaluation model.
