Management And Countermeasure Study On The Scientific And Technological Innovation Ability Of Tianjin University

Our times has already stepped into the era of the knowledge economy, and innovation is the important characteristic in this era. As the important strength of the Sci-tech innovation, the university is playing a more and more important role in our country. Since building, as the first university in the modern history of education of China, Tianjin University has trained large quantities of high-class specialized personnel, and has made important contribution for the country. In new period, Tianjin University must seize the opportunity, meet challenge, according to school overall development goal, make great efforts to do a good job of Sci-tech innovation. So, carrying on the management and countermeasure study on the Sci-tech innovation ability of Tianjin University has better directive significance to promote Sci-tech innovation ability and strengthen comprehensive strength of Tianjin University.This article proceeds from important meaning of the innovation ability of Sci-tech and concept of the national innovation system, discusses the important function in the national innovation system of the university, consults the overall strategically planning of the national relevant department, studies international and domestic universities' basic situation, development trend, and overall train of thought of the development of scientific and technical innovation in our country's universities. Because our country still has no system of statistical indices which can appraise systematically for Sci-tech innovation ability of the university at present, so this article, after carrying on a large amount of systematic analysis and comparative study, has set up a set of comparatively overall comprehensive evaluation index system directed against the Sci- tech innovation ability of the university, and chosen domestic well-known 22 university as target of appraising, used the factor analysis, has made comparatively accurate localization and objective appraisal on the Sci-tech innovation ability of Tianjin University. Through the analysis to the result of appraisal, the author has found out the main problems which influence the Sci-tech innovation ability of Tianjin University to promote, and carried on the research of management and countermeasure directed against these questions.
